The building and site will be used for a retail store and gun range. With this letter we are notifying you that the application is not complete. The City will deem it complete with receipt of the following items by September 29, 2015: 1. Please submit the original application with signatures in ink. 2. Provide a survey of the property with a preliminary plat. 3. Provide an environmental waste recovery and removal plan for the site. 4. Provide pictures of the site, including a view from Highway 5. 5. Identify the materials and plans for the eight foot fence proposed on the Memorial Avenue side of the building. 6. Provide a building material board with colors for the Planning Commission meeting. 7. Provide the percentage of glass on the Highway 5 façade. 8. Revise the plans so that the trail will extend the length of the property on Memorial Avenue. 9. Provide fixture specifications for all building wall and site lighting. 10. Indicate on the plans the location of the trash/recycling area for the building. 11. Provide sign dimensions and plans for how the signs will be lit. Lorene Clark Page 2 12. The landscape plan should be revised so that the Skyline Honeylocust are removed from the parking lot islands and replaced with Japanese Tree Lilac. 13. Provide locations for mechanical equipment, whether it is mounted on the rooftop or ground, and indicate how it will be screened from Highway 5 and Memorial Avenue North. 14. City Staff raised concerns regarding culverts and the drainage swale in the City easement area. We should discuss this at a meeting next week. 15. City Staff also discussed the facades on the Northeast, Southwest, and Northwest sides. We should discuss whether the elevations could be provided with more detailing to break up the blank appearance of the building. We would invite you and your representatives to a staff meeting on July 29, 2015 at 11:00 AM at City Hall to discuss these issues and address any questions you may have. If all of the application materials are submitted as requested, the Planning Commission would consider the application at a meeting scheduled for August 13, 2015 at 7:00 PM in the City Hall Council chambers. Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency/city review of the application for an additional 60 day period (for a total of 120 days from the date of a complete application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required.
