Site Location
The proposed project is a 1.37 acre site located southwesterly of Stillwater Ford. Access
to the site is off Neal Avenue between Pony Express Car Wash and Arby's.
Existing Zoning
This is currently zone B2.
Site Constraints
Parking is to be graded to follow the existing flow of the property. The preliminary
design of the project has been presented to Browns Creek Watershed District for their
initial comments, which are as follows:
1. Watershed requested run off from lot to be directed to ditches along
parking lot, thus allowing a longer run off path for more chance of
infiltration.
2. The new drainage plan reflects the lot to break in the middle from the
northwest corner to the southeast corner, water run off flows to the
northeast corner and the southwest corner of the parking lot.
3. Curb cuts to be placed in the curb line instead of a storm sewer system.
4. Landscaping is to incorporate more water tolerating plants on the south
side of the parking lot.
C.U.P. Request
A C.U.P. is being requested to allow off site parking for the following purposes:
1. Employee parking.
2. Temporary parking for factory incentives and promotional allotments (to
be stored only until space is available at Stillwater Ford and not to be
intended for long term use and or display for sales purposes).
3. Temporary placement of existing outdoor automobiles for periodic
parking lot maintenance as needed at Stillwater Ford (example; snow
removal, periodic black top repair, etc).
4. Entrance to the proposed site will be less then 300 feet from the main
public entrance of the principle use (Stillwater Ford) being served.
5. The parking lot is not to be used for sales, servicing, or repair work of any
kind.

I've made a minor modification to the computations as we discussed for the
project. The routing diagram was changed to eliminated pond 2, and that
storage was allocated as part of pond L
The resulting calculation changes will require minor plan changes. The
outlet detail would be modified to 53" dia outlet from the current 5.2".
The HWL would be denoted at 9432 rather than 943A.

information.

Please be advised that the Minnesota Department of Transportation (Mn/DOT) has reviewed the above
referenced site plan Before any further development, please address the following issues:
• A. permit drainage ermit will be required. In this ease, alp ditch and the pond are outside of highway
right of way so maintenance of the backslope and ditch are the responsibility of the property
owner. Fill within the drainage easement of the pond may not occur below the 100 year High
Water Level (HWL). A drainage study is being done by Bonestroo Engineering for the property
and p ond. ' Relevant parts from the study, including runoff and pond computations, and pond 100
year Inn, should be included with the M.ttlDOT Permit application. Please direct questions •
concerning these issues to Ronald Monroe (651 -634 -2079) of Mn/DOT's Water Resources
section.
• Access and drainage permits are required. Please direct questions regarding permit applications,
including grading permits, to Keith Van Wagner (651-5824443) of Mri/DOT's Pcnnnits section.
