When Amoco filed their request for a variance on July 9, 1996, I told them they had to have a survey to me no later than July 30, 1996 with the main building, pump canopy, frontage road, and proposed new sign location all located on the survey. I said it was necessary to have the survey back by then because there were several other agencies effected that would need time to review Amoco' s request . We received the survey on Wednesday, August 7, and promptly rejected it because it did not have the proposed new sign located. The survey I have enclosed (Enclosure 9C) was received Thursday, August 8 and does have the proposed new sign location. Though I am forwarding copies of the survey and proposed new location to MNDOT and to Washington County Public Works, they obviously will only have a very limited time to comment on the request Because of this I recommend that this request for variance be tabled until the August 27 City Council meeting. CITY OF OAK PARK HEIGHTS NOTICE OF PUBLIC HEARING REQUEST FOR VARIANCE The City of Oak Park Heights will hold a Public Hearing on Tuesday, August 13 , 1996 at 7 : 30 P.M. at Oak Park Heights City Hall at 14168 North 57th Street to discuss a request by Amoco, Inc. of 14738 North 60th Street for Variances from Zoning Ordinance requirements . The requested Variance is from the required 10 foot setback for a free standing sign from a roadway. All who wish to comment are asked to attend and be heard. Oak Park Heights, MN 55082 Proposed Improvements to Amoco Station, Osgood Avenue (County Road 67) at Trunk Highway 36 Dear Mr. Robertson: We have reviewed the drawings that were sent to us showing construction of a new canopy and sign at the Amoco station at 14738 60th Street in Oak Park Heights. We recommend that you not allow any construction within the 10 foot setback. With the construction planned a this intersection, it is important to maintain adequate distances between structures and the roadway. We are concerned that allowing the sign to be places so close to the right of way line may allow it to block drivers' views of traffic signals. Since the encroachment of the canopy into the setback is adjacent to the State Highway right of way, the comments of the Minnesota Department of Transportation should govern your decision on it.
