Preliminar Development Plan Review

We have reviewed the preliminar site and g radin g plan for the proposed Stillwater Ford —
Emplo and Stora Parkin Lot Addition as submitted b METRO Land Surve &
En and have the followin comments/recommendations:
Site La Locations:
1. The proposed improvements create a parkin lot on the west side of Neal Avenue North ill
front of the Pon Express Auto Wash. Access is proposed via one new drivewa to Neal
Avenue North sli south of the propert center. The drivewa would be better located
sli north of the propert center, unless future development considerations (buildin
location, traffic flow) ne this.
2. Pedestrian access from this parkin lot to Stillwater Ford's main buildin lot will
need to be addressed (pathwa pedestrian crossin on Neal Avenue N., etc.
Parkin Lot Improvements:
I We recommend that the parkin lot pavement section be a minimum of 3" bituminous
pavement on 6" a base, assumin deliver trucks will not be accessin this area (no
t section shown on the plans
4. The t of concrete curb & g utter proposed borderin the proposed parkin lot should be
shown on the plans.
Gradin
5. Gradin for the proposed parkin lot is desi to route storm water runoff to the west and
cast corners of the parkin lot, then utilize curb cuts to allow the storm water to enter
draina ditches. Ade riprap should be placed at the four proposed curb, cut locations,
and at the downstream end of the proposed drivewa culvert.

6. The proposed parkin area is located ri up to the existin draina and utilit easement
encompassin the westerl ditch of Neal Avenue North. As such, proposed g radin g will fill
in the ditch with 3:1 slopes on its westerl side. North of the proposed drivewa the affect
of this g radin g /fi I lin is minimal. South of the proposed drivewa however, g radin g will fill
in the ditch bottom to a point where it is almost 2' above the culvert elevation. The ditch
bottom needs to be maintained (or even lowered sli to allow positive draina from the
proposed drivewa culvert to the existin ear wash drivewa culvert.
7. The proposed curb cuts in the westerl comer of the parkin lot drain to a small depression.
It appears that this area is then to drain to the east (to the Neal Avenue North ditch) alon the
north side of the car wash drivewa However, the proposed contours are not clear (not well
enou defined) how this will occur. Storm water ma actuall spill into the car wash
drivewa in this area.

water runoff from this propert in a full developed condition. However, the appropriate
watershed district should be contacted b the developer/engineer for compliance with an
re the ma have.
9. An existin catch basin ( and pipe outlet to the ditch) in Neal Avenue North will need to be
relocated due to the proposed drivewa location.
Utility Connections*
10. If this site is to be (re)developed in the future, consideration ma want to be g iven now be the
developer to include /extend sanitar sewer and water services to the site.
