Re: Browns Creek Meetin on Permit Violations
Stillwater Ford Emplo Parkin Lot: Stillwater Ford Emplo Parkin Lot had made
sufficient efforts in fixin their erosion control that the BCWD Board did not find them in
violation. The Board took no actions.

maintain erosion control fence
with 4 foot lon stakes, spaced 4
feet on center, driven 1 foot into the g round and have six inches of fabric buried into the
g round and the were to construct a rock construction entrance that was fift feet lon and
six inches thick. The used an undersized erosion control fence with 3-foot posts on 8 foot
centers and less than 6 inches in the g round. The contractor has been told and did
compl with the re to make immediate repairs to the existin fence b installin post
ever four feet, removin built up sediment, and as soon as possible replace the entire
fence with fence that meets the specification. This phased approach was taken to
address immediate potential for rain and to allow them to build the rock construction
entrance and repair the curbin without the dela of replacin the fence. The repair of the
curb is awaitin MNDOT approval. The have replaced the fence while awaitin MNDOT
approval.

Staff will be writin a letter informin them that the are not within full compliance with their
construction plans and what steps the need to take to come into compliance. The
followin steps well be reviewed with our Cit En Buildin Official and the BCWD
En
1. The existin silt fence is to be removed and replaced b November 1, 2002 with
fencin that meets the specification written b their en and approved as part of
the buildin plan approval. The exception is that their en re to place
the fence 10 feet from the toe of the slope would place the fence on the wron side of
the ditch and should be i Note: As of October 28 the silt fence was replaced.
2. The onl g radin g activit allowed on the site will be ' for the preparation of the rock
construction entrance and the replacement of the curbin If the can provide an
alternative to the rock construction entrance that will provide the e protection as
the rock construction entrance the Cit will consider the modification of this condition.
The certification that the modifications are as effective as the rock construction
entrance shall be under the seal of a re professional who is practiced in
erosion control.
3. All construction must meet the g rades, storm water flows patterns, and confi
shown on the currentl approved plan. An chan must have prior approval of the
appropriate approvin authorit dependin on the extent of the chan Some or all of
the followin ma have approval authorit Communit Development Department, Cit
Administrator, Cit En Cit Council, Brown Creek Watershed District, and
IVINDOT.
4. Erosion control inspections shall be performed and documented with a written record
at least weekl until frost is well established in the g round and after ever rain storm.
In the sprin an inspection shall be made and documented prior to the sprin melt and
no later than March 1, 2003. Weekl inspection and inspections after each rain storm
will be made and documented after March 1, 2003 and until final slope stabilization has
occurred with ve cover.
5. The M N DOT storm water pipe just north of the proposed entrance was partiall
plu with mud from the site and needs to be cleaned.
