PARKS COMMISSION MEETING MINUTES
Monday,August 17, 2015 at City Hall
I. Call to Order: Chair Eder called the meeting to order at 6:35 p.m. Present: Vice Chair Bye,
Commissioners Johnson and Weyer, City Administrator Johnson, Public Works Director
Kegley, Arborist Danielson, Summer Park Program Coordinator Zeuli, and Commission
Liaison McComber. Absent: None.
H. Approval of Agenda:_ Vice Chair Bye, seconded by Commissioner Weyer, moved to approve
the Agenda. Carried 4-0.
III. Adjourn to Parks Commission Vacancy Interviews: Vice Chair Bye, seconded by
Commissioner Johnson, moved to adjourn to interviews. Carried 4-0.
IV. Reconvene Regular Meeting: Chair Eder called the meeting back to order.
V. Approve Parks Commission Minutes —July 20, 2015: Commissioner Johnson, seconded by
Commissioner Weyer, moved to approve the Minutes. Carried 4-0.
VI. Department/Commission Liaison Reports:
A. Arborist: Arborist Danielson reported that the City has completed the tree pruning
and removal list, and she has started a list that will go out in the fall. She stated a
prairie walkthrough at Valley View and Swager Park was conducted the previous
week. Danielson also reported that boulevard tree planting was set to take place the
following week, and homeowners receiving a boulevard tree have been sent a letter.
B. Public Works Director: Public Works Director Kegley reported the quotes came
back to have the entire trail system routed and crack sealed, and the City Council
approved a contract with Fahrner Asphalt. He also reported that the trail map signs
were updated.
Chair Eder asked if there was a replacement schedule for the trails. He noted some
trails were getting older and were starting to deteriorate. Public Works Director
Kegley responded that there wasn't a plan in place, but he could put something
together. Eder suggested a review of the trails could be part of the park walkthrough.
C. Other/ Commission Liaison Reports: Commission Liaison McComber thanked
everyone who was a part of Party in the Park. She also reported that Fall Clean-up
was scheduled for Saturday, October 3 at 7:30 a.m. at Andersen parking lot.
Summer Park Program Coordinator Zeuli reported there were three events left in the
park program. She stated they had averaged about 130 kids per event. She suggested
that in the future, they do an early evening family concert activity instead of the
movie nights because of the high cost of movie licensing. She said she could put
something together to discuss over the winter.

Vice Chair Bye, seconded by Commissioner Weyer, moved to accept the Department/
Commission Liaison Reports. Carried 4-0.
VII. Visitors/Public Comment:
A. Storywalk Presentation: Julie Belfanz, who works with the Stillwater Junior High
School Virtual Synergy Project, provided a presentation on the final summer park
program activity.
VIII. Public Hearings: None
IX. New Business:
A. Discuss Raised Gardens at Swager Park: Vice Chair Bye provided photographs of
some raised garden beds. He stated that he stopped by the North Hill in Stillwater
where there was a group that had about 45 of them. He said that people pay $30 per
year for a nine foot by nine foot plot and $20 per year for a four by nine foot plot. He
said that the woman he spoke with at the North Hill said that the City provided the
land and water, but a private group managed the gardens. Bye reported that an eight
foot by eight foot raised garden bed would cost approximately $150 to build. He
stated he could find out more information, but wanted to know how much interest
there was. Commission Liaison McComber suggested that a question be placed on a
community survey that the City Council had considered putting together to gauge
interest. City Administrator Johnson stated there would be concern about who was
monitoring access. Chair Eder stated he would be open to someone volunteering to
be a coordinator and liaison to the Parks Commission. Commission Liaison
McComber suggested putting an article in the City newsletter to see if there was a
group who would be interested.
Chair Eder, seconded by Commissioner Weyer, moved to support the concept of
soliciting a group for the possibility of starting a community garden in Oak Park
Heights, and direct staff to draft up a notice to put in the next newsletter. Carried 4-
0.
X. Old Business:
A. Parks Commission Vacancy: Chair Eder, seconded by Vice Chair Bye, moved to
bring forward to the City Council that James Norton be recommended for the Parks
Commission. Carried 4-0.
B. Oak Park Crossing Park Plan: City Administrator Johnson provided an updated.
Chair Eder, seconded by Commissioner Bye, moved to recommend approval of the
engineering proposal by the City Council for Oak Park Crossing Park trail project.
Carried 4-0.

XI: Informational:
A. Fall Parks Walkthrough: Chair Eder, seconded by Vice Chair Eder, moved to move
the Fall Parks Walkthrough to Saturday, September 19, 2015 starting at Cover Park
at 9:00 a.m. Carried 4-0.
Chair Eder, seconded by Commissioner Weyer, moved to ask City staff to put
together a recommendation for a trail walkthrough and a trail ranking system.
Carried 4-0.
B. Next Meeting: Monday, September 21, 2015 at 7:00 p.m. at City Hall
C. Parks Commission Liaison— Tuesday, August 25 —Vice Chair Bye
XII. Adjournment:
Vice Chair Bye, seconded by Commissioner Weyer, moved to adjourn at 7:59 p.m. Carried
4-0.

RE: Trail Installation Location— k Par tossing
In August,the Park Commission recom d to the City Council to approve the agreement with
STANTEC to begin the design and bidding ocess for the proposed ridge trail/loop trail at Oak Park
Crossing Park.The City Council has approved that funding and that work will be commencing for
construction in Spring 2016.
One initial step to take is to identify exactly where the Commission might desire the trail to be placed.
Accordingly,STANTEC is proposing to hold a walk-thru with the Commission where the exact trail/and
the pavilion—locations could be staked.Xcel representative should also be present.
So, perhaps suggest a date that would seem best suited for your schedules and we can coordinate from
that point.
