Dear Eric,
As requested,we have reviewed the information submitted regarding the proposed Range 082
Indoor Shooting Project. The information reviewed includes updated drawings and stormwater
related documents received 11/4/2015 via email and lot split and easement documents received
11/6/2015 via email. Following are our comments and/or recommendations:
Sheet C2.1- Site Plan
1. The legal descriptions for the new and vacated drainage and utility easements have been
reviewed.
2. A butt joint is preferred over the proposed bituminous interlock. Revise detail and include
all proposed dimensions.
3. Refer to the Fire Department review of fire lanes and circulation.
Sheet C3.1 -Grading and Erosion Control
1. Refer to the comments in the attached stormwater review memo referenced below. The
Owner will need to comply with all related requirements of the NPDES Construction
Stormwater Permit and the Brown's Creek Watershed District. The City reserves the right
to require additional erosion control measures as determined/necessary during the
construction of the project.
2. Provide pavement and base section dimensions on the Trail Section on sheet C3.2 per the
City's detail plate STR-39, "Typical Section for Bituminous Pathway". Provide a minimum
2-foot zone at the same grade as the trail cross slope between the trail and the ditches.
Sheet C4.1- Utility Plan
1. The City or its designee will be present for water and sewer service connections at the
right-of-way.
2. Calculations and drainage area maps need to be submitted for the culverts. See the
attached stormwater review memo. The three new culverts will be privately owned and
maintained by the Owner.

3. Include a detail showing the culvert extensions, elevations, dimensions and materials for
the City culverts at the southwest corner of the project.
Storm Sewer/Storm Water Management
1. See the attached stormwater review memo dated 11/11/2015 by Dan Edgerton.
2. The proposed new storm sewer facilities shall be considered private and shall be
maintained by the Owner, except for the ditch within the relocated drainage and utility
easement.
3. The proposed infiltration ponds are located within the City's High Vulnerability Drinking
Water Supply Management Area. In order for an infiltration basin to be allowed on this
site,the City will need a letter from the MPCA stating that the MPCA is willing to approve
infiltration practices on this site as part of the Construction Storm Water permit for the
project. In addition,if that approval is granted,there will need to be a spill response
protocol identified between the City and the Owner.
4. The connection between the between the relocated ditch at the southeast corner of the
project and the pond to the south of the property needs to be shown.
5. The project is subject to review by the Brown's Creek Watershed District.The City shall be
provided a copy of the permit approval letter from the BCWD and any required
maintenance agreements.
General Comments
1. The City reserves the right to inspect the construction of the project. The City or its
designee shall be present for water and sanitary sewer service connections at the right-of-
way.
2. Review of issues related to parking,lighting,landscaping or the buildings is by others.
3. The Owner shall be responsible for obtaining all required permits.
4. Utility construction and improvements in the right-of-way need to conform to the City's
Standard Detail Plates. The City will provide the detail plates.

Reference: Stormwater Review: Range 082 Indoor Shooting, Oak Park Heights, MN
The following is a stormwater review of the Range 082 Indoor Shooting resubmittal (10/26/2015,
Project Plans including HydroCAD modeling, Elan).
Summary: In general, the proposed design meets City stormwater requirements. Some additional
information (highlighted in bold below) is required to finalize a stormwater review.
Some specific comments:
• Rate control and water quality requirements are addressed by the existing regional pond
immediately to the south of the site (Pond H36-9P).
• The submitted HydroCAD modeling is acceptable. The information(infiltration basin overflow
elevations and high water levels) on the Grading & Erosion Control Plan does not quite match
the HydroCAD modeling and should be revised as needed.
• The NPDES Construction Stormwater Permit requirement of 1" of volume control from new
impervious area is met with the use of two infiltration basins. Based on the submitted
infiltration rate of 0.45"/hour, these basins will drain within the required 48 hours. A detail has
been provided indicating that basin side slopes are no steeper than 3H:1 V.
• Emergency overflows from the infiltration basins are provided to convey the 100-year storm
outflow. See above comment on consistency of information between the plans and
HydroCAD modeling.
• The culvert design was not reviewed in detail at this time. Calculations and a drainage area
map should be provided for the proposed culverts.
• The drainage channel along the east edge of the site has been rerouted around the
infiltration basin. Details on erosion protection as the channel enters the downstream pond
need to be provided.
