PARKS COMMISSION MEETING MINUTES
Monday, October 19, 2025 at City Hall
T. Call to Order: Chair Eder called the meeting to order. Present: Vice Chair Bye,
Commissioners Johnson, Weyer, and Norton, City Administrator Johnson, Public Works
Director Kegley, Arborist Danielson and Commission-Liaison McComber.
I1. Approval of Agenda: Commissioner Weyer, seconded by Vice Chair Bye, moved to approve
the Agenda. Carried 5-0.
Ill. Approve Parks Commission Minutes-,September 21, 2015: Vice Chair Bye, seconded by
Commissioner Norton, moved to approve the Minutes. Carried 5-0.
V1. Department/Commission Liaison Reports:
A. Arborist: Arborist Danielson reported that the fall 2015 tree removal, pruning, and
stump grinding list was awarded to YTS Companies with work to be completed by
November 20. She stated that residents who were to have a boulevard tree removed
or pruned on their property would receive a letter. Danielson also reported that
Emerald Ash Borer was found in Washington County, and it was likely that the
County would be placed under an emergency quarantine. She stated she was waiting
for more information to come out.
B. Public Works Director: Public Works Director Kegley reported the park shelters had
been winterized and were closed for the year. He stated that portable toilets were
available at the parks. Kegley also reported that rink attendant positions were open,
and the City was accepting applications. He stated that information and applications
could be found on the City's website.
Kegley also reported that the trail crack route and seal project was completed in
October. He said the City estimated that 11,000 linear feet of cracks would be routed
and filled, and the contractor applied 4,600 pounds of tar based on that estimate. He
stated that there were another 5,000 linear feet that needed to be done which would
be done the following year.
Kegley reported that the trail system was evaluated using the same scale that was
used to evaluate road surface conditions. He stated that most trail segments had a
PASER rating of 6 or 7 on a scale of 10. He stated that rating indicated that trail
segments were in good condition, and the maintenance suggestion for that rating was
an application of a seal coat or a slurry seal. Kegley stated he would have a map for
the Parks Commission at their November meeting.
C. Other/Commission Liaison Resorts: Mayor McComber reported that the City
Council approved at their last meeting the purchase of an easement for continuing the
trail along Osgood Avenue by Calvary Assembly of God Church. She stated the City
also sent a letter to Washington County asking for participation to get a pedestrian

crossing signal at 57' Street and Osgood Avenue,
Commissioner Weyer, seconded by Vice Chair Bye, moved to accept the Department/
ConimBsion Liaison Reports. Carried 5-0.

VII, New Business:
A. ISD 384 High School Expansion Project: City Administrator Johnson described the
expansion project and showed the plans on the projector. He reported that the 1991
Developer's Agreement had language in it that the sporting and athletic fields were to
be available for public access in lieu of payment of park dedication fees otherwise
required under City Ordinance. Johnson suggested the Parks Commissioners provide
feedback on their experiences with public access of the various athletic fields on high
school property.
Chair Eder stated he felt the City of Oak Park Heights had not received enough of a
benefit from the agreement in that the fields were either utilized as much as possible
by the District for their sports time or it was dark or the track was locked so they
could not be used. He stated he would be interested in seeing a report from the
School District on how utilized the turf fields were and what the School District was
charging for organized teams to use the fields.
Steve Erickson, architect with BWBR representing the school, and Mark
Drommerhausen, the Principal on Special Assignment of Stillwater Schools, were
present at the meeting. Drommerhausen reported that the School District was
working on gathering data on use and fees and would submit it to the City. He stated
the athletic teams at the high school had first claims in terms of access to the fields.
He felt usage would increase because the turf fields would be available for more
months out of the year. Erickson described the gymnasium addition with an upper
level walking track and area with fitness equipment dedicated for public use.
Chair Eder noted that the City of Oak Park Heights did not have indoor facilities
such as a track or fitness area for public use, so the School District's project could fill
a void. Commissioner Norton suggested the School District consider a shuttle to and
from the senior centers to assist with their access of the facilities during the winter
months.
Chair Eder requested the School District outline the positive points for the expansion
to help the Parks Commission see why they should waive the park dedication
requirement to allow it to be invested into the District property. City Administrator
Johnson stated he would include comments from the Parks Commission in the staff

memo to the City Council on the project.
Chair Eder, seconded by Commissioner Weyer, moved to hold a worksession at 6:00
p.m. prior to the November 16 Parks Commission meeting to discuss the inforrnation
regarding the Developer's Agreement and park dedication funds for the School
District's high school expansion. Carried 5-0.
City Administrator Johnson showed a map to the Parks Commission outlining the
trails near the high school and a map of a pedestrian route through and across the
high school property. Chair Eder stated he would like to see a sidewalk on the
southeast side of the parking lot driveway rather than the west side so pedestrians
were not crossing halfway through the driveway. Mark Drommerhausen stated they
could look at that as part of their plan to possibly add a right turn lane. Eder also
stated there should be a trail along Highway 5. Commission Liaison McComber
suggested it would be a project the County, the School District, and the City could
jointly apply for a Safe Routes to School grant. City Administrator Johnson stated
the Safe Routes to School grant only applied to students Kindergarten through 8th
Grade.
City Administrator Johnson stated the Parks Commission could make a
recommendation that the City Council require the School District to build a trail west
of the parking lot southwest on Highway 5. He did state there was a piece of private
property along that route. Commissioner Weyer thought it would be helpful to have
a trail to at least the existing entryway to the school off of Highway 5. Johnson noted
the City would be responsible for maintenance, plowing, and repair of the trail if
installed.
Chair Eder, seconded by Vice Chair Bye, moved to direct the City Council to
consider a trail added to the west entrance of the high school property connecting
into the parking lot and going along the southeast edge of Highway 5 from the 58'
Street intersection to the existing entrance to the high school property on the west
side. Carried 5-0.
Chair Eder, seconded by Vice Chair Bye, moved to direct the City Council to look
into realigning the trail system on the entrance to the high school off of 58' Street to
either move or add a sidewalk or trail along the eastern side of the entrance off of
58th Street to reduce the crossing of that driveway. Carried 5-0.
City Administrator Johnson reported that a crosswalk was removed by the City of
Oak Park Heights at 58th Street and Neal Avenue, but students and parents continued
to park or drop students off in the privately owned parking lots on the north side of
58th Street. He stated City staff had met with the School District about the issue and
considered encouraging or requiring the District, if the City Council concurs, to
better implement enforcement actions for students who were coming across that
intersection. Drommerhausen noted that the student handbook and student

orientation pointed out that students should not use the lots across 581' from the high
school.
City Administrator Johnson also reported that the School District proposed a right-
turn lane from their driveway off of 50 Street to help alleviate traffic backup during
drop-off and pick-up times.
Chair Eder, seconded by Commissioner Norton,moved to recommend the dedicated
turn lane into the parking lot have a way to make pedestrian traffic safer in the area,
and that the Parks Commission recommends that the City Council review the concept
provided by the School District. Carried 5-0.
VIII. Old Business:
A. Oak Park Crossing Park Trail Discussion: City Administrator Johnson reported that
Public Works Director Kegley and Lucas Miller of Stantec put trail markers at the
park, and Lee Mann from Stantec was working with Chuck Donkers of Xcel Energy
to verify the site. Johnson stated they would work on design over the next month,
and they would be out for bids in January or February for a spring letting.

Re: Trail Segment Condition Rating
Attached please find the attached trail segment condition map depicting trail segments that are
color coordinated to correspond with a trail rating. The trail ratings are based on the industry
standard Pavement Surface Evaluation Rating (PASER) manual. The map shows a good visual
overview of the general condition of the City's trail system, but looking at raw data will be
helpful for creating a maintenance management plan.
Staff collected the data by sectioning each trail segment by a break in continuity; then the
segment was rated as a whole unit. The results of the evaluation are listed below in terms of
percentage of the whole trail system—excluding on street connections and private concrete
walks.

Generally, the rating does reflect the overall trail segment condition as of the date of this
memo. However, because the trail segments were rated as a whole unit, not all portions of the
segments reflect the rating exactly. For example,the segments rated"poor"have areas that
need to be cut out and patched, but the segment in its entirety does not necessarily need to be
replaced. Similarly, segments rated "Very Good"may have areas that need more immediate
maintenance.
Overall,the results of the evaluation show that the trail system as a whole is in good shape, but
significant maintenance is needed on about 10% of it. The first maintenance activity should
focus on making repairs on trail segments rated "Poor". The City should start planning on
completing preventative maintenance such as a seal coat or slurry seal on the remaining 90%,
starting with the segments that were installed before 2014.
