The information contained in this report is the result of an analysis of the existing and proposed drainage for the North parking lot expansion of Stillwater Motors located in Oak Park Heights, Minnesota. The drainage from this expansion will discharge directly into the right -of -way of State Highway 36. EXISTING CONDITIONS The site is located North of the existing Stillwater Motors Building, North of 58 Street and West of State Highway 5. The existing area to be used as the area for expansion is currently an open grassy area that abuts the South right -of -way of State Highway 36. A regional pond (Kern Center Pond), has already been developed for the area businesses. The Kern Center Pond has been designed to accommodate for the areas rate, volume and water quality issues with any expansion of the surrounding businesses. The site will require rate control to empty to the MnDOT ditch system for the 10 -year and 100 -year storm events. CALCULATION METHOD The SCS calculation method was used to create the hydrographs used to determine pre- and post - development runoff conditions. The SCS Lag method was used in determining the time of concentration for pre - development and the TR -55 method was used for the post - development calculation. PROPOSED DESIGN The proposed design utilizes a dry pond with an outlet structure to limit the discharge rate to less than that of the existing conditions. The pond has a top of berm elevation of 939.0. An emergency overflow will be provided at an elevation of 938.0, where water will be directed over a 5 -foot wide rip -rap overflow that will be directed to State 5620 Memorial Avenue North, Stillwater, MN 55082 Phone 651 - 439-0588 Fax 651- 439 -5717 Email info @eedg- inc.com Highway 36 ditch system. The pond has been designed with 5:1 side slopes and a bottom elevation of 933.0. The outlet structure for the pond has been designed as a 3'x2' box structure with a 30° v -notch weir. The v -notch elevation will be located at the bottom of the pond at an elevation of 933.0. The outlet will have a trash guard installed on the top of the structure to prevent floatables from entering the structure. The discharge pipe from the outlet structure has been designed as a 12" HDPE pipe which will empty into the ditch system of State Highway 36. Rip -rap will be provided at the exit of the pipe. The runoff will then flow to an existing 30" culvert that extends north under Highway 36. RESULTS The analysis indicates for the 2-year, 10 -year, and 100 -year 24 -hr storm events, the rate of discharge from the proposed pond will be less than that of the existing conditions. Please see the attached summary data sheets for more detailed information about the individual storm events. The 1OO -year HWL of the pond for the proposed conditions was determined to be 937.7. EROSION CONTROL MEASURES Erosion control during and after construction will be controlled with the use of silt fencing and rip -rap. WATER QUALITY CALCULATIONS, Water quality requirements for the site have been accommodated for in the design of the already constructed regional pond for the business area NPDES PERMIT A NPDES Permit will not be required as part of this project, the disturbed area is less than five acres.
