Dear Mr. Velett:
The City is in receipt of your application materials submitted on November 9, 2015 to
allow Boutwells Landing Village Green improvements, consisting mainly of construction
of a chapel and gazebo adjacent to the existing school house at 5600 Norwich Parkway.
The application consists of a request for a Planned Unit Development (PUD) General
Plan approval. With this letter we are notifying you that the application is not complete.
The City will deem it complete with receipt of the following items by November 25, 2015:
1. Provide mailing labels from Washington County as required in the
application materials, 500 feet from the project site.
2. Provide the expected occupancies of the school house and chapel.
3. Provide a schedule for construction of the chapel, gazebo, parking lot and
other improvements.
4. Provide drainage calculations for the increase in hardcover on the site.
5. Will there be any additional lighting proposed for the site or buildings? If
so, please provide details.
6. Provide a utility plan.
7. In the inventory of trees, provide an itemized list of the sizes of each tree.
If the information is submitted on time, the Planning Commission would consider the
application at a meeting scheduled for December 10, 2015 at 7:00 PM in the City Hall
Council chambers. If the application is acted on by the Planning Commission at that
meeting, the City Council would review it at their January 12, 2015 meeting.

Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60 day period (for a total of 120 days from the date of application) inasmuch
as the City has determined that additional research and study by the City staff relative to
the complexity of the project as proposed will be required.
