The application consists of a Conditional Use Permit for Fuel Station and Convenience Store, Conditional Use Permit for Signage, Preliminary and Final Plat, and Design Guidelines/Site Plan Review. With this letter we are notifying you that the application is not complete. The City will deem it complete with receipt of the following items by February 24, 2016: 1. Please provide an escrow of$3,000.00. 2. Provide an ownership lean and encumbrance report for all of the property affected by this development. 3. The actual application will need to be signed by Dave McCullough. 4. Provide a Preliminary/Final Plat for the property. A ghost plat should be provided for the remainder of the McCullough property. 5. Provide color elevations of the proposed building. Also provide a percentage of glass transparency for each of the facades. 6. Provide the light fixture specifications for all wall mounted and freestanding poles. 7. The base of the freestanding sign should be landscaped. 8. Provide sign details as to how the signs will be illuminated. 9. Provide details on the fence design. 10.Provide a calculation of the tree replacement for the County portion on sheet L- 1.0. 11.There are issues related to park dedication that should be discussed at our meeting next week. 12.We should discuss sidewalk extensions from C.A.S.H. 26 to the southerly boundary of the McCullough property. We would invite you and your representatives to a staff meeting on February 24, 2016 at 10:30 AM at City Hall to discuss these issues and address any questions you may have. If all of the application materials are submitted as requested, the Planning Commission would consider the application at a meeting scheduled for March 10, 2016 at 7:00 PM in the City Hall Council chambers. Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency/city review of the application for an additional 60 day period (for a total of 120 days from the date of a complete application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required.
