HomeMy WebLinkAbout1999-07-22 OPH Memo Re 55th St. Extension Cost Estimate Preparation7/22/99 Memo: City of Oak Park Hei hts 14168 57 Street N 0 Box 2007 0 Oak Park Heights, MN 55082 + Phone (651) 439 -4439 0 Fax 439 -0574 To: Mayor and Council Tom Melena From: Kris Danielson, Community Development Director Re: Postal Service Re uest to Pre are Cost Estimates for 55 Street Extension Please be advised that we have received a request from Rafferty, Rafferty, Tollefson Architects (who represent the Postal Service) for our Engineers to prepare a cost estimate for a proposed extension to 55 Street east of Memorial Avenue. This letter of request was accompanied by a check for $1 ,000.00 to pre-pay the engineering design fees associated with this request. It has been made clear to the Postal Service that any construction work on public right of way must be done in compliance with state bidding laws under City contract and completed by our contractor. All costs associated with this proposed project would need to be deposited in advance of any construction work. The Postal Service has verbally requested that an agreement to complete the road extension be prepared by our City Attorney's Office. This request is very unique, as the Postal Service does not have an agreement with the property owners of the site of the proposed carrier annex and is essentially an independent third party. As such, it seems important for the surrounding property owners, and specifically Stillwater West to be notified of this request and offered an opportunity to present their views prior to any City Council action. NO. 9907.01 Dear Ms. Danielson: Please find enclosed a check for $1,000.00 for you to prepare an estimate of costs to extend improvements to 55 St. North to the southwest comer of the USPS proposed site in Kern Center 2 ncl Addition, per your 6/21/99 letter to Steve Muyskens, USPS. This estimate should include construction and design, and any other fees that may be incurred as a result of this work. It is our assumption that the City would arrange for all design and construction of this work. If you have any questions, please call me. Thank you. They will not do anything on our property without our permission and any construction work on public right away will be done in compliance with state bidding laws done under city contract by our city arranged contractor. If they do not do it with us now then later we will be the one to make arrangements and all cost would be sent back to the developer, to include the increased cost of a small project and the mobilization required!! In lieu of paying our Engineering fee, he now says they will incorporate the road extension as part of their construction project - and have their contractor do the work - when that begins.
