The purpose of the study is to complete a plan for the future needs and preservation options of TH 36 and local and county-state aid roadways located adjacent to TH 36. We would like you to join us and your neighbors in developing the plan for the future roadway system by inviting you to appoint one representative to participate on the TH 36 Advisory Committee. The members of this committee will be policymakers, residents, and businesses from affected and neighboring communities in the TH 36 Corridor; school districts; metropolitan and state agencies; and the Federal Highway Administration. This committee will be active for approximately one year, starting in July 1999. The Advisory Committee will function remotely and operate largely from correspondence and common sources of information and data provided by the TH 36 Technical Evaluation Committee (TEC). The Advisory Committee will be briefed by the TEC at special meetings (approximately 2 to 3 in the next year) and open houses, and will serve as advisors to the local, regional, and state governing agencies with a recommended improvement plan for the TH 36 Corridor. An initial workshop will be held on June 29, 1999 from 5:00 to 6:00 p.m. at the Washington County Government Center with the Washington County Board of Commissioners, Mn/DOT, and community representatives. A separate notice will also be mailed announcing this workshop. Please contact either of us for more information or to answer questions you may have. Several years before I ran for the Senate, I was a reporter for a local paper. Part of my job was to cover Stillwater School Board meetings. I remember lengthy discussions that school officials and DOT officials had regarding this intersection. The school officials were assured by DOT that they would do everything in their power to move up the completion date of improvements to the dangerous Highway 36 and County Road 5 intersection so that they would be finished to coincide with the completion of the new Stillwater High School. The high school is now open, more development is beginning and now we are told that this absolutely necessary intersection improvement will be delayed for several more years. With the completion of the new high school, which serves a number of communities and has heavy traffic from buses, school staff, students and parents, the intersection is incredibly and increasingly busy. I attended a Stillwater Area Chamber of Commerce breakfast at the high school one morning last week. While waiting to get from Highway 36 (coming from the East) to turn onto County Road 5 (going South) , I sat through seven light changes. It took several minutes more to cross Highway 36 on County Road 5 and get to the High School. As I pulled onto County Road 5, I took a moment to look both North and South. Cars were backed up as far as I could see in either direction. And the problem will only be exacerbated with construction commencing on a new Target store, a new Cub Foods, and the existing businesses in the surrounding area. I acknowledge the fact that DOT is not responsible for the amount of funding that it receives. If you recall, the Senate did vote 0 i-A, COMMITTEES: Vice Chair. Mr. Charles Siggerud February 2, 1994 Page 2 to increase the gas tax by 5 cents, and those dollars would have been dedicated to transportation funding. However, the House and the Governor did not go along with our proposal last session. Considering the current "No New Taxes"mentality, I 'm not confident that we will get any funding for transportation out of this session, either. My position, and that of a majority of my colleagues in the Senate, is that maintaining our state's infrastructure is important in order to keep Minnesota businesses competitive with other states ' businesses . In terms of transportation funding equity in the past few decades, the northern and eastern metropolitan areas have been sadly neglected. Looking at the big picture, it seems so little to ask for the necessary funding to complete this important project that is not only essential for the safety of our children and families, but also the business community of the St. Croix Valley. If Minnesota businesses are to remain competitive with Wisconsin's, we must at the very least build proper roads so that customers can reach their doorsteps. I urge your reconsideration of this project that is so important to the safety and commerce of the Greater Stillwater Area. Please do not hesitate to contact me if I can assist in any way. Currently Mn/DOT is submitting this project for inclusion in the Transportation Improvement Program (TIP) to the Metropolitan Council and we should know in August as to when the funds will be available. , In accordance with Minnesota Statute, Mn/DOT is requesting your approval of the enclosed preliminary plan for the above referenced project. Please use the enclosed "Standard Resolution" — when taking city council action on this request and return to me a certified copy of the resolution. Typically there will be some costs that the city will be responsible for when Mn/DOT constructs a project such as this. These costs are usually for drainage and signal systems. We expect cost participation from the City of Oak Park Heights on the drainage system along the south side of the frontage road in the southeast corner of the TH 5 and TH 36 Interchange. If there is contributing flow from Oak Park Heights into Mn/DOT's storm water system then there would also be local participation. Lastly, the signal system at 58th St and TH 5 has one leg (1/4) serving an Oak Park Heights city street for which the city would have been responsible for 25% of the cost but by applying our state Cost Participation and Maintenance policy the city will not participate in the cost of the signal. Although the city will not have to participate in the signal system cost, the city will still be responsible for their share of the minor maintenance costs, monthly power costs and the initial connection charge. Mn/DOT is proposing a pedestrian/bike trail along the east side of TH 5/CR 5 through the limits of our construction. Currently the layout shows the trail terminating at 58th Street (see enclosed layout). Please indicate where the trail should terminate within the project's limits to properly serve — the school property and be compatible with any future city trail plans.
