Dear Chip:
As you are aware, the USPS Carrier Annex Project was submitted to the City of
Oak Park Heights for staff review and comment on 9114190. The building and site
design were modified by the USPS based on comments received from City staff.
It is our understanding that all ponding requirements for this property have been
accounted for in the regional pond that was constructed previously for the
subdivision within which this property is located. The project received preliminary

approval from City staff on 12/23/99 when they met with the LISPS' consultant,
Rafferty Rafferty Tollefson Architects.
The process was informal since the USPS, as a federal agency, is not required to
obtain local approvals or building permits, and since the staff of the City of oak
Park Heights do not independently have the authority to approve development
projects. The project was submitted directly oak Park Heights City Council as a
courtesy, and a development agreement between the USPS and the City of oak
Park heights did receive City Council approval on 1111100.
