This plan now provides a total of 350 caliper inches of trees. Kathy's 9/18/00 letter indicates that 744 caliper inches are required to be provided as a result of the trees lost due to the pond requirements. Unfortunately, there is not enough room on site to provide the required number of inches. As a result, the USPS has agreed to pay the City the fee option offered by Kathy in her letter. This will amount to 394 inches x $50finch = $19,700. This fee will be paid through the building contractor, ECI Building Contractors. Please review this plan, and let us know if it looks acceptable, or if you have any comments that we can incorporate into the plan. We can then proceed with the construction of the plan. Maintenance 1.02 MEASUREMENT Measurement shall be as determined by the project manager and payment made on the pro -rata basis as installed, using units as allowed in the bid proposal. 1.03 SUBMITTALS Within thirty days of contract award, the contractor shall submit written certification from the supplier(s) of the native grass and wildflower seed. This certification shall include the following: A. name and location of the seed supplier(s); B. amount of seed purchased; C. origin and date of harvest for each type (species) of seed; D. the germination rate and percent purity for each type of seed. 1.04 QUALITY ASSURANCE A. Work shall be performed by or under the visual supervision of personnel experienced in prairie restoration or native grass seeding and familiar with the methods necessary to ensure the likely success of prairie plantings. B. Substitutions: If specified seed materials are not available, the Contractor shall submit proof of unavailability and proposal of equivalent for approval by the project manager. No substitutions will be approved unless they are native, adapted for growth on the site, and meet the origin criteria specified under Part Two of this section. 1 /2.4100 1.05 STANDARDS A. Acceptable sources of Shrubs and Trees: The following companies have been identified as acceptable vendors for potted, balled and burlapped, and bare -root shrubs: Soil and Water Conservation District Offices (large quantities) Minnesota Department of Natural Resources (must be purchased in lots of 10=25 or more) 1.06 JOB CONDITIONS A. The Contractor shall perform installation as soon as possible (within the time frame specified in 3.02 -A) after grading and organic soil finishing is completed. B. All waste material and litter shall be removed from the site after seeding is completed. PART TWO - PRODUCTS 2.01 MATERIALS A. Prior to seeding, any existing vegetation that provides more than 25% ground cover in the area to be seeded shall be killed, using either method 1. or 2. as follows: I . Apply a non - selective, non - residual post - emergence herbicide labeled for use in wetlands (i.e. Roundup, Rodeo) and acceptable to the project manager. The label shall be submitted to the project manager for review at least three days prior to the contemplated date of application. The application shall be performed in compliance with the herbicide label and state regulations concerning pesticide application certification. Seven to 14 days after herbicide application all residual vegetative top growth, shall be removed by burning or by mowing at a maximum height of two inches using a rotary mower. 2. Till the site with a plow, disc, or harrow to a depth of four to eight inches and to the extent necessary to break up root systems and soil clods to the point where the average clump is less than two inches in diameter. B. Using a rolling -type packer, pack any areas of tilled, loose, or regraded soil within the zone to be seeded. A. Seeding shall be conducted between May 1 and June 15 or between October 15 and freeze up. Seeded areas shall be mulched with clean straw at a rate of 1.5 tons per acre within three days after seeding is completed and the straw shall be anchored with a disc or tackifier. B. Grass and flower seed shall be mixed and the seed shall be planted using the method outlined below: Seed shall be sown using an agricultural type seed drill designed for planting native grass seed. Specified seed drills include the Truax Native Grass Drill (available from Truax Company, Inc., 3 609 Vera Cruz Ave., Mpls., MN 55422, 612-537-6639) and the John Deere 1550 Power -Till Seeder. A no -till attachment or no -till drill will be used if seed will be planted into dead sod (see sprayed areas under 3. 01 -A). 3.04 MAINTENANCE Seed shall be sown approximately 1/8 to 1/4 inch deep and no deeper than 1/2 inch. The drill shall be calibrated at half the appropriate seeding rate and each area shall be drilled twice to help ensure even distribution. C. No fertilizer shall be applied to planted buffer areas. D. Within two days after seeding, the seeded areas shall be packed with a rolling - type packer. Ea Shrubs shall be planted between mid -April and the end of May and shall be clearly marked with flagging or temporary fencing to avoid destruction during grass and forb maintenance. Shrubs shall be planted at a cumulative rate of 60 plants per acre and shall be distributed to provide a natural appearance shrubs shall not be planted in rows. The planted area shall then be mulched with clean straw at a rate of 15 tons per acre within three days of planting. A. The seeded area shall be mowed at a height of 6 to I 0 inches, using a rotary mower, twice and at 30 -day intervals during the first growing season following seeding. Shrub plantings shall be avoided during mowing operations. B . During the first two years, the developer shall replant any buffer vegetation that does not survive. After two years, if the condition of the buffer area changes through natural processes not caused by the property owner, the owner shall not be required to reestablish the buffer area. 3.05 FIELD QUALITY CONTROL A. Plantings will be accepted by the project manager after inspection at the end of the first growing season, provided the nurse crop shows a reasonably even distribution and seedlings of early - germinating prairie species are present in a reasonable density. Annual monitoring will be conducted in accordance with the Minnesota Wetland Conservation Act.
