Enclosed with this cover -memo, please find materials related to the Post
Office's Request to extend 55 Street in Oak Park Heights to accommodate
your new Carrier Annex Facility. Z am writing to you as Mr. Mike Schech has
informed me that you have taken over responsibilities formerly held by Mr.
Stephen Muyskens.
As T mentioned in the message(s) I left on your voicemail today and 8/16/01,
the City Council voted to award the contract for the project on 7/24/01.
Notice of this action was sent to Mr. Stephen Muyskens on 8/1/01. The City
Council action requires that the costs of the project be held in an escrow
account with the City with an additional 10 percent. Copies of the City
Engineer's recommendations that Tower Asphalt be awarded the contract in the
amount of $36,349.50 are included for your review.
Total funds to be placed in escrow with the City by 9/4/01 are
$39,984.45. Thank you for your prompt attention to this matter. Please do

Administrator Melena reported that the City has received approximately $19,000
that was due from the Post Office for trees. Melena noted the length of time it
took to receive the payment from the Post Office and pointed out the risk involved
in paying for the street improvements and waiting to be reimbursed.
Mayor Beaudet, seconded by Councilmember Swenson, moved to approve 55

Street improvements with Tower Asphalt with 10% above the quoted amount
contingent upon the City receiving funds within six weeks and if funds are not
received the project will go back out for quotes next year. Carried 4 --- 0.
Discussion held regarding the upcoming City Administrator position vacancy.
Mayor Beaudet suggested using the Par Group job description for posting the
position internally before conducting an outside search.
Mayor Beaudet, seconded by Councilmember Byrne, moved to post the City
Administrator position, opening applications to anyone currently working for the
City until August 14, 2001. Carried 4.0.
Councilmember Byrne suggested that the position should be an interim position to
allow the Council more time to conduct a search for a permanent Administrator.
Councilmember McComber, seconded by Swenson, moved to amend the previous
motion to open applications for a six month interim administrator position.
Carried 4 — 0.
Councilmember Byrne moved to appoint Kimberly Kamper as acting
Administrator until the interim position is filled with a review of temporary pay
and grade to be conducted at the next City Council meeting. Carried 3 — 1,
Beaudet opposed.
Councilmember Swenson, seconded by Byrne, moved to recess for ten minutes to
discuss the acting administrator position with Administrative Assistant Kamper.
Carried 4 — 0.

Dear Mr. Muyskens:
The City of Oak Park Heights was requested to extend 55 Street by the United
States Postal Service in 2000 to provide access to your carrier annex facility.
Our City Engineer has informed me that quotes have been received for this
project, and the contract award for the project was made by our City Council at
their meeting of 7/24/01.
The road improvement project will be scheduled following the receipt of the costs
for the road extension and will continue for approximately two weeks, during
which time access to the road would be limited or shutdown as necessary. A
copy of the quote is included for your reference.
Please contact our City Engineer, Dennis Postler at (651) 604 -4815 with any
questions you may have regarding the scheduling of the project.

Quotes were received for the project stated above on July 17, 2001. Proposals were solicited
from three contractors, with the results summarized below. Copies of the quote tabulations are
attached for your information and file.
The low proposal on the project was Tower Asphalt, Inc. with a quote of $36,349.50. This
compares to the Engineer's estimate of $39,500.00. These proposals have been reviewed and
found to be in order.
All of tho above Contractors have proven they are capable of performing the work associated
with this type of project. If the City Council wishes to award the project to the low proposer,
then Tower Asphalt, Inc. should be awarded the project on the Base Quote amount of
$36,349.50.
