As requested,below are our preliminary comments on the submittal materials by the I+S Group.

Background:
- Site is located in the Kern Center Commercial Area and is therefore exempt from Rule 2.0.
- Post construction impervious area is 1.23 acres and total project size is 1.8 acres or 68%
imperviousness (less than the 80%threshold allowed under the Kern Center Agreement).
- All stormwater being routed to drainage swales located along the eastern,western and
southern edges of the property via storm outlet curb cuts.
Permit Requirements:
- The proposed project triggers the application of Rule 3.0 Erosion Control because the
proposed development activity will result in grading,construction of stormwater
infrastructure,installation of utilities and an access road which in total will disturb more
than 3 acres of a 5.1-acre site.
- The proposed project triggers Rule 7.0 Floodplain and Drainage Alterations because
commercial building is proposed adjacent to stormwater management facilities (vegetated
swales and sedimentation area)that must be evaluated to ensure drainage alterations
comply with the requirements defined in Rule 7.0. The proposed project does not include
floodplain filling.
Stormwater Management Plan:
- Existing Drainage and Utility Easement(along western edge of property)to be relocated to
accommodate proposed drainage swales. This drainage easement discharges to a swale on
the Indoor Shooting Range property which runs along the eastern edge of an infiltration
basin before discharging to the Kern Center Pond. The construction plans show the
contours tying into the 937 and 936 foot contours identified on the Indoor Shooting Range
plans.
- Drainage from the northern portion of the site drains east through a curb cut to a drainage
swale along County Road 5.
- FFE building of 940 feet meets the 2'freeboard requirement measured from the pond HWL
of 937.9 feet.
- Include offsite drainage to the swale as applicable to evaluate sizing of drainage swales,
ability to convey runoff for design events and proper erosion and sediment control
measures specified.
- Parking lot notched corners will need to be graded to provide positive drainage to curb cuts
or additional curb cuts installed to break up the catchment area.

- Typical curb cut opening of 4'is shown in the design details. Modeled curb cut openings
(12'wide at 0.5'depth)are wider than the typical shown. Curb cut width should be sized to
accommodate the amount of flow and minimize surface ponding. The plans need to include
the design width.
- Providing an electronic version of the stormwater model file will expedite the District's
review of stormwater calculations.
- Provide landscaping plans to ensure plant selection can withstand frequent periods of
inundation and drought and swales are vegetated prior to being brought on-line(to prevent
erosion and sediment control issues to downstream property and the Kern Center Pond
which is an infiltration facility).
Erosion Control Plan:
- Turf reinforcement mat is proposed down gradient of the curb cut openings. This mat
should extend all the way down the slope to the ditch/swale bottom
- Category 3 Erosion Control Blanket is specified for ditch/swales. Wood fiber is
recommended for placement in areas of concentrated flow.
- Additional turf reinforcement or armor is recommended at the western corner where the
swale turns 90 degrees.
- Turf reinforcement or additional stapling/check slots are recommended in V-style ditch
bottoms and at corners of trapezoidal ditch bottoms.
- Bioroll frequency in the swales should be spaced such that"Point B" (Shown in Bioroll
Staking Detail) is at the same elevation of the bottom of the up-gradient bioroll-additional
biorolls should be proposed in the western ditch where the current spacing is 130'@
0.76%.
- Temporary protection should be provided at curb cuts during the interim construction
period.
- Inconsistencies of mulch vs blanket should be avoided in the plan set or specified what
measures are intended for temporary vs.permanent turf establishment.
- Temporary sediment control practices are recommended in the existing ditch south of the
property.
- Construction phasing of swale turf establishment and connection of pavement areas should
be indicated in the plans.
- Indicate soil stock pile location on the plans.

Good afternoon Karen,
I called and left you a message a few weeks back regarding the proposed Pizza Ranch restaurant located in the Kern
Center in Oak Park Heights. Unfortunately I missed your return call but did listen to the voice message and was able to
find the information you described online. We are currently working through the City review process and have prepared
plans and stormwater calculations for the site. At this time, we have not been authorized by the client to submit for the
Erosion Control permit but would like to provide the watershed district with the information sent to the city. Would it
be possible to send you a copy the plans and calculations for a preliminary review so we can address any questions or
comments you may have?
