Baytown Substation

NSP is proposing to construct a 115/13.8kV substation in the City of Oak Park
Heights. The proposed site,is located Southwest of the Intersection of Oakgreen
Avenue and STH 36. NSP has an option to purchase this 67,500 square foot parcel
from Elmer Hasse.
The projected load growth for this general location creates the need for this
facility in order for NSP to provide reliable electrical service to the area.
The specific site was chosen because it meets all the necessary criteria to
create the least impact on the surrounding area. The land is zoned B-2. The
substation site is set-back approximately 300 feet from STH 36 in order to
preserve the commercial development potential for the Highway frontage. The
south line of the site abuts NSP's transmission line which is the primary source
of power to the facility. This location also eliminates the need to extend
overhead transmission lines in the community.
After construction, the facility requires very little service and, therefore,
generates no additional traffic to the area. A service vehicle would visit the
site about twice a week on a normal operating basis. Parking space for vehicles
will be provided on site so that there will be no parking on the public streets.
There are no City services such as sewer and water required.
The substation design is intended to present a low profile appearance. Except
for the structures that support the incoming lines, and the lightning shield
pole, the height of all the other equipment does not exceed 21 feet. The
landscape design is planned to provide maximum screening and will present an
aesthetically pleasing appearance.
This facility will not discharge any contaminated material into the environment.
The equipment will contain oil without PCB's and the noise levels will be well
within the MPCA standards.

The West 300 feet of the East 1013 feet of the North 550 feet,
except for the North 325 feet thereof, all in the NE 1/4 of the
NE 1/4 Section 5, Township 29, Range 20.
Together with a 20. 00 foot wide easement for utility and
roadway purposes the centerline of which is described as
follows:
Commencing at the Southwest corner of the above described
300.00 feet by 225.00 feet parcel; thence westerly on an
extension of the south line of said 300.00 feet by 225. 00
feet parcel a distance of 10. 00 feet to the centerline
and point of beginning of said easement; thence
northwesterly and parallel with the west line of said
300. 00 feet by 225. 00 feet parcel to its intersection
with the north line of the NE 1/4 of said Section 5,
Township 29, Range 20 and said centerline there
terminating.
The side lines of said easement are prolonged or
shortened to terminate at the north line of said NE 1/4
and at the westerly extension of the south line of said
300. 00 feet by 225.00 feet parcel.
