Call to Order: Chair Bye called the meeting to order. Present: Vice Chair Weyer, Commissioners Chirhart, Johnson and Norton, City Administrator Johnson, Public Works Director Kegley, Arborist Danielson, and Commission-Liaison McComber. Absent: None. II. Approval of Agenda: Vice Chair Weyer, seconded by Commissioner Norton, moved to approve the Agenda. Carried 5-0. III. Public Hearing A. Mountain Bike Trail Proposal: City Administrator Johnson reported that the Stillwater Area Scholastic Cycling Advocates and/or Minnesota Off-Road Cyclists proposed to install 2.5 miles of various single-track mountain biking trails through parts of Valley View Park and Oak Park Crossing Park, fully funded by those organizations. Johnson showed a map of the proposed plan. He stated the trails would be maintained and managed by them, and staff concluded there appeared to be limited risk to the City in allowing the proposal to proceed from a cost,management, and/or liability standpoint. He provided a list of staff-recommended conditions the Parks Commission should consider if they wished to recommend advancement of the proposal. Hank Gray with the Stillwater Area High School Mountain Bike Team and the Stillwater Area Scholastic Cycling Advocates (SASCA) showed examples of proposed signage and an information kiosk. Chair Bye opened the meeting for public comment. Dave Kral, 14925 57th Street North, stated his concerns: the trail would scare away wildlife,there was limited parking at Valley View Park,taxpayers would pay for the water use at the park when there would be non-residents using it, and there would be an on-street parking problem on 57th and 58th Streets. Lynn Foster, 5569 Ozark Avenue North, stated she was worried about the noise that would be generated and about possibly being hit by a bike while she and her husband walked their dog. Joyce Kral, 14925 57th Street North, stated her concerns: people making their own paths, people going on the paved paths where there would be walkers, and parking availability for those who reserved the park shelter if the lots were filled with bikers. Chris Hayden, 14625 57th Street, stated he recently took up mountain biking with his kids, and he thought it was a great use for that space. Page 3 of 40 Parks Commission Minutes May 16, 2016 Page 2 of 5 Edwin Andera, 14935 57th Street, asked who would pay for the restoration of the site if the City needed to close the mountain bike trails. Madeline Andera, 14935 57th Street, stated she believed that groups would want to have rallies, and she would hear the noise from that. She also read a letter from Jean Madsen of 14865 57th Street opposing the proposal due to possible noise, traffic, and congestion problems. Pam Patrick, 15365 58' Street, stated she knew that signage did not work. She questioned how rules would be enforced. She stated she was also concerned about part of the trail going through the prairie restoration and riders riding off the trail in that area. Carolyn Hanner, 14823 57th Street North, stated her concerns: the possibility of being hit by a bike as there were a lot of disabled and older people who walk on the trails, that many people would not use the designated trailhead so there would be people parking on the streets, and litter in the area. Dan Stubbs, 14833 57th Street North, was concerned about safety with dual-use by walkers and bikers. Ed Anglo, 14875 57th Street North,was concerned about how close the trail would be to roads and houses,the impact to the trees, cost of trail grooming equipment and who would groom the trails, and winter use of the trails. City Administrator Johnson reported that they would not be allowed to remove any trees. Joel Nichols, 15115 64th St North, co-head coach of the Stillwater Mountain Bike Team, stated that bikers know to yield to others and he has not seen one incident nor has he hit anyone in his 35 years of riding. Andy Olson, 5464 Stagecoach Trail, stated this was a great opportunity for people to get out doing a healthy activity. Oscar Fernandez, 6329 St. Croix Trail North, stated he just started mountain biking and had seen deer on the trails and he hoped the proposal was passed. Eric Fernandez, 6329 St. Croix Trail North, stated he joined the mountain bike team two years ago and he was in favor of the trail. Tim Lamana, currently relocating back to Stillwater from Arizona, stated that mountain bikers would act as stewards caring for the park and it was a great way to promote healthy activities. Christa Miggler, 15158 64th Street North, stated she felt a lot of thought and consideration went into the plan, and she supported it. Page 4 of 40 Parks Commission Minutes May 16, 2016 Page 3 of 5 Annie Perkins, 4042 River Road, Afton. coach of the Stillwater Mountain Bike Team, stated scaring away wildlife and noise were not concerns on MORC trails. She stated she discussed the proposed plan with the Middle St. Croix Wastershed Management Organization, and they had no concerns. She read a letter from Susan Roeder, Director of Corporate Affairs at Andersen Corporation, supporting the trail proposal. Four captains of the Stillwater Mountain Biking Team, Colin Gray, Molly Junker, Carl Pechecek, and Siri Pechecek, outlined the benefits of being on the team and the healthy community that biking fosters. John Kern, 5469 Stillwater Boulevard North, stated that we needed to give youth a chance, and he supported the trail. He stated he wished that sport team existed when he was in high school. William Johnson, 5690 Newell Circle North, stated it would be great to have the mountain biking trail in the community and felt it promoted healthy people. Bijan Sheyegan, 735 Liberty Court, Stillwater, stated he lived on a bike path,the wildlife did not go away when the bike path came through, and he saw wildlife when he was mountain biking. He stated the trail would be a draw for people in the area, and not those from other cities further away where there were larger trail systems. Tracy Bump, 14939 Upper 55th Street North, did not feel parking would be an issue, and she thought it was a fantastic idea for the park. Patrick McKellips, VAA Mountain Biking Club Coordinator, stated the trail would be a great benefit for that group. Jason Long, 5654 56th Street Circle North, stated he was not worried about noise and would be encouraged to try mountain biking on a trail close to home. He thought it was a great asset to the City. Commissioner Norton, Vice Chair Weyer,moved to close the Public Hearing. Carried 5-0. Commissioner Johnson, seconded by Commissioner Norton,moved to pass the proposal. Commissioner Chirhart asked how many letters were received that were in favor of the project versus those who were opposed to the project. Chirhart also asked why the Parks Commission had not met anyone from MORC if that organization was going to be an important part of the structure. Hank Gray from SASCA stated that Minnesota Off-Road Cyclists (MORC)wa a non-profit organization that handles single-track development in the twin cities area. He stated they were a chapter of the International Mountain Biking Association (IMBA). Gray Page 5 of 40 Parks Commission Minutes May 16, 2016 Page 4 of 5 stated that SASCA was a local organization who worked to start dialogue with a land owner to negotiate through planning and agreements, and once SASCA had an agreement with a land owner, MORC would come in as a larger organization backed by thousands of members with a proposal for a contract of use. Carried 4-1, Chirhart opposed. Commissioner Chirhart, seconded by Commissioner Norton, moved to recommend the conditions for approval with a change in condition 2 to state only access rather than primary access, a change to condition 8 from 24 months to 12 months, and designate trail as single-track only. Carried 5-0. Chair Bye stated that the passage of the proposal by the Parks Commission was a recommendation to the City Council to consider the proposal. Commission-Liaison McComber stated the next City Council meeting was May 24 at 7:00 p.m. IV. Approve Parks Commission Minutes—April 18. 2016: Commissioner Norton, seconded by Vice Chair Weyer, moved to approve the Minutes. Carried 5-0. V. Department/Commission Liaison Reports: A. Arborist: Arborist Danielson reported the spring 2016 boulevard tree planting was completed, and all residents who received a new boulevard tree received a letter with tree care tips. She also reported the Tree City USA ceremonial tree planting was completed that evening prior to the Parks Commission meeting. B. Public Works Director: Public Works Director Kegley reported that the park shelters were opened, and Fahrner Asphalt crews started the crack sealing and filling project. Kegley also reported that he was approached by a group from Our Savior Lutheran Church requesting to volunteer in the City. He stated they would be sweeping parks and painting the hockey boards. C. Other/Commission Liaison Reports: Commission-Liaison McComber reported the summer park programming was set to begin on Tuesday, June 7, and the activity calendar was on the City's website. City Administrator Johnson reported that the trail in Oak Park Crossing Park was set to begin that week. VI. Visitors/Public Comment:None VII. New Business: None VIII. Old Business: A. Please take time to review the capital improvement suggestions and rank them 1-5 using the guide below. (1) VERY HIGH Needed to function and/or safety concern, MUST GET DONE NOW. (2) HIGH _ Key investment for long-term stability, local quality of life; residents would expect this i investment to be made in the short-term. (3) MODERATE Would improve staff or public efficiency, maintenance and ultimately saves funds;would improve immediate area or address a specific concern of a few residents. (4) LOW A public need that requires attention, but will be delayed until other items of greater priority are first addressed in any given budget year. _ (5) VERY LOW investment could be postponed indefinitely as this expenditure would perhaps be entirely aesthetic,not produce long-term benefits or would be considered outside the scope of local government,but could be undertaken if excess funding was available.
