Restaurant, Zoning District Amendment to B-2 District, Preliminary/Final
Plat, and Design Guidelines/Site Plan Review — South West Intersection
of 60th Street and Kruger Lane

Dear Mr. Driessen:
The City is in receipt of your application materials submitted on May 11, 2016 for the
construction of the Oak Park Heights Retail development at the southwest intersection
of 60th Street and Kruger Lane. The application consists of requests for a Planned Unit
Development — Concept and General Plan, Conditional Use Permit for Drive Through
Restaurant, Zoning District Amendment to B-2 District, Preliminary/Final Plat and
Design Guidelines/Site Plan Review. With this letter we are notifying you that the
application is not complete. The City will deem it complete with receipt of the following
items by May 25, 2016:
1. Please provide mailing labels for properties within 500 feet of the exterior
boundaries of the property.
2. The project will require a Planned Unit Development— Concept and General Plan
to allow for shared parking and signage for the site.
3. Provide any agreements with Menards regarding Outlot A and the site line
protection. Address access over the Menards property at Krueger Lane.
4. Provide elevations and materials for the trash enclosures. The enclosures
should also be provided with landscape screening.
5. Provide a mechanical screening plan for the roof structures.
6. Provide a pedestrian access plan.
7. Provide the sizes of signage proposed for the Lot 3 retail building.
8. Identify how the signage shall be illuminated.
9. Provide a building materials board.
10.We should discuss design issues with the Lot 3 retail building. Additional vertical
elements should be incorporated into the design on the side and rear elevations.
11.Provide a percentage of glass transparency for each of the building elevations.
12.The landscape plan is quite minimal and base plantings for the buildings,
especially at building entrances, should be added. The landscape plan should
include the quantity of each plant material.
We would invite you and your representatives to a staff meeting on May 25, 2016 at
10:30 AM at City Hall to discuss these issues and address any questions you may have.
If all of the application materials are submitted as requested, the Planning Commission
would consider the application at a meeting scheduled for June 9, 2016 at 7:00 PM in
the City Hall Council chambers.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60-day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required.
