RE: Oak Park Heights — Kwik Trip - B-3 District Text Amendment to Allow
Motor Fuel Stations and Car Washes, Conditional Use Permits for the
Use, Signage, and Exterior Storage, Preliminary and Final Plat, and
Design Guidelines/Site Plan Review.

Dear Ms. Berlin:
The City is in receipt of your application materials submitted on May 11, 2016 for the
construction of a Kwik Trip at the intersection of 58th Street North and Memorial Avenue.
The application consists of requests for a B-3 District Text Amendment to Allow Motor
Fuel Stations and Car Washes, Conditional Use Permit for the Use, Signage, and
Exterior Storage, Preliminary and Final Plat, and Design Guidelines/Site Plan Review
With this letter we are notifying you that the application is not complete. The City will
deem it complete with receipt of the following items by May 25, 2016:
1. Replace the street name for Morning Dove Avenue to Minnesota Avenue North
on all plans.
2. Exterior merchandising will not be allowed except for ice machines and propane
enclosures.
3. Provide a mechanical screening plan for the roof structure.
4. Provide drainage calculations for the proposed development and include a
drainage area map.
5. Provide a continuation of the trail on 58th Street and Memorial Avenue North.
Provide a pedestrian access plan for the site.
6. Provide a percentage of glass transparency for the front elevation.
7. Provide a building materials board.
8. Identify how the signage shall be illuminated.
9. At our meeting next week, we will discuss the number of signs on the canopy
structures. LED track lighting is not allowed by Ordinance for the building or
canopies.
We would invite you and your representatives to a staff meeting on May 25, 2016 at
9:30 AM at City Hall to discuss these issues and address any questions you may have.
If all of the application materials are submitted as requested, the Planning Commission
would consider the application at a meeting scheduled for June 9, 2016 at 7:00 PM in
the City Hall Council chambers.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60-day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required.
