The City has received two applications; l)Xcel Energy substation expand installation on 58th Street.These will be on the July Planning Commission agenda. 2. Three enforcement letters;U-haul operator on Memorial Ave.;two yard dean-ups. 3. The City received a request from a resident on Hillman Ave(village area east of Stagecoach)to install a shall-point well.This property has +/-5 acres—mostly under the powedines and has established a very large garden for which he cannot get his hose to water with meaningful pressure.The City does not appear to have any dear regulations prohibiting such well as these can only typically be 25'+/-deep.Attached are the Dept.of Health regulations on the matter which the City will insist on the parson following--along with back-flow prevention and or no tie-ins to City systems. 4. The City has received a complaint about conditions in a rental property at 5701 Perkins Ave.(complaints of mold)Staff will be visiting the site on Monday. ST.Croix River Crossinn June 15th update. Other Items • LMC Update on 2016-2017 Dues—They are estimating a 3%increase.See their enclosed rationale. • On June 13th I attended a very early scoping meeting for the reconstruction of Stagecoach Trail;much of the proposed impacted area is not in Oak Park heights,but will have some impacts on Fire Services,some trail opportunities.As the project develops over the next year more meetings are planned with construction being slated for 2018.See the enclosed agenda and maps showing an overview. • Mayor McComber and I did attend the gathering facilitated by Commissioner Kriesel regarding area recreational/ river access opportunities and plans. I have enclosed the agenda and some spreadsheets that were handed out. There is not a schedule for the next meeting. • Washington County provided to the City copies of the notices they sent to impacted businesses and residents during the detour portion of the CSAR 26 project See Enclosed. • Washington County Foreclosure Update for 1st Qtr.2016 Mayor McComber provided: 1. Meanwhile,bridge deck construction continues at Piers 8,10,11 and 12 on the St.Croix River and at Span 14,which stretches from Pier 13 to the east abutment on the Wisconsin bluff. The contractor anticipates completing stay cable installation at Pier 8—closest to Minnesota land—by the end of June. Bridge deck construction at this pier location is anticipated to be complete by mid-July. Other St.Croix Crossing bridge construction highlights are: • Crews will have placed up to the ninth eastbound and westbound segments in the bridge deck construction sequence at both Piers 10 and 11 by the end of the week of June 13 • Crews will have placed up to the 14th eastbound and westbound segments in the bridge deck construction sequence at Pier 12,closest to Wisconsin land,by the end of the week of June 13 • Crews placed 10 segments in the bridge deck construction sequence at Span 14 the week of June 6.Span 14 bridge deck construction is ongoing through the fall. Minnesota approach construction highlights Construction crews have connected the approach span between Piers 2 and 3 that make up the westbound off-ramp from the river bridge to Highway 95 in Minnesota. Although an individual may install his own well,the installation must be done in accordance with the law(Minnesota Statutes, Chapter 1031)and rules(Minnesota Rules, Chapter 4725) regulating well construction.A brief summary of regulations for drive-point well construction is attached. A notification form is also attached.This form must be completed and returned to the Minnesota Department of Health(MDH)within 10 days after completion of a drive-point well. Upon receiving the notification,the MDH will send you a Well and Boring Record form and water sample bottle(s)with instructions.Please complete and return the Well and Boring Record to the Well Management Section at the address listed above.Please return the water sample to the MDH-Public Health Laboratory, following the instructions with the bottle(s).The water sample will be analyzed for sanitary quality and results reported to you at no charge. MPC:fal Attachments origs0rive-point letter-Owner.doc 3115/2009R General Information: 651-201-5000 • Toll-free: 888-345-0823 a www.health.stal-rim.us 9 of 37 An equal opportrmity employer Requirements for Construction of a Drive-Point Well • Well must have at least 15 feet of watertight casing(not including screen). • Well casing(pipe)must be new steel casing meeting one of the following standards: ASTM A53, ASTM A589,or API 5L. • When driving casing,a cone-shaped depression must be maintained around the outside of the casing and kept filled with bentonite clay. • If augering,jetting,or other drilling techniques are used which create a hole which is larger than the well casing,the space between the well casing and borehole wall must be filled from the bottom up to the surface with a cement or bentonite grout pumped through a tremie pipe. Please contact the Minnesota Department of Health(MDH)for additional details on grouting requirements before you begin well construction. • Top of the well casing must extend at least 12 inches above-ground. • Connections made to the well casing below the ground surface or less than 12 inches above the ground surface must be made with a pitless adapter or pitless unit approved by this department. • If the water line between the well and pump is below-ground and under suction,it must be protected by being installed within an outer,concentric pipe with the annular space between the pipes filled with water from the system and maintained at system pressure. • If your attempt to construct a well is unsuccessful,the unsuccessful well must be sealed by a licensed well contractor. Unlicensed persons are not authorized to seal wells or remove well casing from the ground. • A well must not be located in a pit. • Well must not be located within a building,except for a building constructed exclusively to protect the well,pump,and other water supply equipment. A well building may not be used to store materials or chemicals which may contaminate the well. a Well must be located at least 3 feet horizontally from the farthest exterior projection of a building, including roofs,decks,and overhangs. • Well must be at least 10 feet from a gas line,electric line,or propane tank,or at least 5 feet from a gas line which contains no flammable gas or an electric line which has been shielded or deenergized. Project limits and overview Wayne noted that this project is a pavement improvement project where we may have the opportunity to do some safety improvements. 3. County Goals a. Improve roadway and shoulder pavement b. Investigate replacement of left turn bypass lanes with dedicated left tum lanes as feasible and practical c. Investigate sidewalkitrail connections to Bayport and Oak Park Heights d. Gain community acceptance e. Construct in 2018 Gary suggested that contact be made with the railroad, the fire station, and pit owners/operators. 4. City/Township Goals? Logan noted that the Inspiration intersection has traffic issues. He also brought up the potential relocation of the bus garage. Gary brought up that the EB approach from CSAH 14 to CSAH 21 has poor pavement, and that truck drivers have noted difficulties with the railroad crossing. Eric noted an existing trail connection south of 5e St. Dave brought up the offset private entrance near CSAH 10 and potential street lighting at Z?d Street. This project will be starting in early July with the expected completion date in November of 2016. The CSAH 26 Realignment Project will improve safety for vehicles and pedestrians by moving the intersection of the South Frontage Road and Osgood Avenue south approximately 400 feet(see map in Attachment 1). Relocation of this intersection to the south and away from Highway 36 will improve the safety and increase capacity of the intersection. PROJECT ELEMENTS THAT MAY SPECIFICALLY IMPACT YOU 1. ACCESS: CSAH 26 (South Frontage Road)will remain open to local traffic except for a short-term closure necessary to facilitate utility and road subgrade work where the existing frontage road and new frontage road intersect. See Attachment 1 for posted detour route-this closure will be allowed for up to 4 days (Monday-Thursday). At other times, traffic will be maintained to the maximum extent possible; however, flaggers may be present. 2. TRAFFIC CONTROL/CONSTRUCTION PROCESS: The CSAH 26 (South Frontage Road) realignment will be constructed in 3 phases. Phase 1: Two lanes of traffic will be maintained on the South Frontage Road; however, these lanes will be shifted and narrowed. Construction of the new South Frontage Road alignment will begin. The existing frontage road will also be temporarily widened on the south side with a gravel surface. TRAIL: The existing trail along the South Frontage Road will be maintained initially; however, it will be closed for the duration of the project once impacted by construction. A temporary walkable path will be maintained between the St. Croix Crossings Apartments and Osgood Avenue to the extent possible during the project. The existing trail will be realigned to cross the new South Frontage Road alignment and connect to the existing trail along the south side of the frontage road. 4. DRIVEWAYS: This project will impact the entrance to the west parking lot of the St. Croix Crossings Apartments. During construction hours, parking lot access will be maintained to the maximum extent possible. Access may be along a dirt/gravel surface; however, the surface will be passable. Short-term driveway closures may occur; however, they will only occur during work hours. The road Contractor will coordinate short term closures with residents in advance of the work. Flaggers may be used at times to direct traffic into and out of the parking lot. The entrance will be open and maintained outside of construction work hours. Impacts to the entrance of the east parking lot will be minimal. 5. UTILITY RELOCATIONS: Poles carrying overhead power lines and communication cables, and subsurface utilities will be adjusted or relocated prior to, or during construction. The utility work should not result in any loss of service. 6. SURVEY STAKES: Survey stakes are wooden stakes that are approximately 3-ft tall. These stakes mark the interface between the County's right-of-way and adjacent private property. Similar stakes are used to mark temporary easements between the County and adjacent property owner's and existing or proposed utility locations. The stakes are also used to mark the locations of road elements, such as sidewalk, curb& gutter, and roadway edge. These stakes are important for the road Contractor and necessary for construction. Stakes may be located in an area that is normally maintained by a property owner/resident, however, may be in the County's right-of-way. Please do not remove these stakes under any circumstances. 7. TURF ESTABLISHMENT: The existing landscaping in front of the St. Croix Crossings Apartments that is outside the County's right-of-way will be protected. Any landscaping including grass that is within the County's right-of-way may be disturbed during construction; however, these areas will receive seed and hydraulic mulch to promote turf establishment. 8. CONTRACTOR COMMUNICATION: Please be aware of potential contact from fraudulent Contractors claiming they are representing Washington County on this project. The County's road Contractor should not be contacting residents about additional work on private property. They may communicate with you about work associated with the County's project but not about additional private work.
