Re: U-Haul Rental Operation
Dear Mr. Continenza:
The U-Haul operation being conducted at 12430 55th St. N. is not a permissible use in the B-3,
Highway Business and Warehouse District, within which your business is situated without an
approved Conditional Use Permit. Additionally, it does not comply with the Conditional Use Permit
and Planned Unit Development approved by the City Council in May of 2001 for business
operations at 12430 551h St. N.
Open and outdoor services, sale and rental (services) as a principal or accessory use is only
permissible via a Conditional Use permit to the B-3, Highway Business and Warehouse District,
within which your business is situated. To have this use considered and possibly approved, a new
or amended conditional use permit application first is required. Submission of an application is not
a guarantee of approval, but is the necessary first step.
For your convenience, I have enclosed Ordinance 401.300 B-3, Highway Business and Warehouse
District and a Development Application.
The Development Application shall be completed as per the criteria found within the application
and returned no later than July 131h, 2016. Staff would be willing to meet at any time to answer
any questions you may have. Please note, the City will require the the U-Haul Business operation to
cease and all associated vehicles and equipment shall be removed from the site if this application is
not duly approved by August 31, 2016.
Please contact me with any questions you may have.

a. St.Croix Crossing completion will open up our riverfront communities for more river and
trail recreation.
b. Many great ideas being discussed in communities
L Excited by opportunities
ii. Concerned by potential for competition for uses among interest groups
iii. Need for funding help for municipalities and interest groups
iv. Concern over project timing, competition, lack of coordination
III. Desire to get major stakeholders in a room to discuss how their work might overlap, and
how they might work together(Susan)

cities without care for political borders
ii. There is enough riverfront to provide opportunities for a variety of uses.
iii. If we have a small-region plan, not every city will have to provide for every
possible use.
iv. There should be infrastructure to better connect communities together, making
it easier to enjoy all of the riverfront

MEMORANDUM
Date: June 15, 2016
To: St. Croix Crossings Residents
From: Allan Brandt, Project Engineer
Re: CSAH 26(Highway 36 South Frontage Road) Improvement Project
Washington County will perform an improvement project on CSAH 26 (South Frontage Road) in the City of
Oak Park Heights, Minnesota. This project will be starting in early July with the expected completion date in
November of 2016. The CSAH 26 Realignment Project will improve safety for vehicles and pedestrians by
moving the intersection of the South Frontage Road and Osgood Avenue south approximately 400 feet(see
map in Attachment 1). Relocation of this intersection to the south and away from Highway 36 will improve the
safety and increase capacity of the intersection.
PROJECT ELEMENTS THAT MAY SPECIFICALLY IMPACT YOU
1. ACCESS: CSAH 26 (South Frontage Road)will remain open to local traffic except for a short-term closure
necessary to facilitate utility and road subgrade work where the existing frontage road and new frontage
road intersect. See Attachment 1 for posted detour route-this closure will be allowed for up to 4 days
(Monday-Thursday). At other times, traffic will be maintained to the maximum extent possible; however,
flaggers may be present.
2. TRAFFIC CONTROL/CONSTRUCTION PROCESS: The CSAH 26 (South Frontage Road) realignment
will be constructed in 3 phases.
Phase 1: Two lanes of traffic will be maintained on the South Frontage Road; however, these lanes will be
shifted and narrowed.
Construction of the new South Frontage Road alignment will begin.
Phase 2: A single lane of traffic will be maintained on the South Frontage Road under flagging control.
Construction on the new frontage road alignment will continue. The existing frontage road will also be
temporarily widened on the south side with a gravel surface.
Phase 3: The existing south frontage road connection at Osgood Avenue will be closed and traffic will be
routed onto the new frontage road alignment. The existing South Frontage Road will continue to be
maintained as a single lane of traffic under flagging control.
Construction of the South Fro nta9e Road and trail Will be completed during this phase.
A short-term South Frontage Road closure will occur in August 2016. See Attachment 1 for a CSAH 26
(South Frontage Road)detour map.

Please use caution when driving in the construction zone, slow down, and follow posted detours and
directions from flaggers.
3. TRAIL: The existing trail along the South Frontage Road will be maintained initially; however, it will be
closed for the duration of the project once impacted by construction. A temporary walkable path will be
maintained between the St. Croix Crossings Apartments and Osgood Avenue to the extent possible during
the project. The existing trail will be realigned to cross the new South Frontage Road alignment and
connect to the existing trail along the south side of the frontage road.
4. DRIVEWAYS: This project will impact the entrance to the west parking lot of the St. Croix Crossings
Apartments. During construction hours, parking lot access will be maintained to the maximum extent
possible. Access may be along a dirt/gravel surface; however, the surface will be passable. Short-term
driveway closures may occur; however, they will only occur during work hours. The road Contractor will
coordinate short term closures with residents in advance of the work. Flaggers may be used at times to
direct traffic into and out of the parking lot. The entrance will be open and maintained outside of
construction work hours. Impacts to the entrance of the east parking lot will be minimal.
5. UTILITY RELOCATIONS: Poles carrying overhead power lines and communication cables, and
subsurface utilities will be adjusted or relocated prior to, or during construction. The utility work should not
result in any loss of service.
6. SURVEY STAKES: Survey stakes are wooden stakes that are approximately 3-ft tall. These stakes mark
the interface between the County's right-of-way and adjacent private property. Similar stakes are used to
mark temporary easements between the County and adjacent property owner's and existing or proposed
utility locations. The stakes are also used to mark the locations of road elements, such as sidewalk, curb&
gutter, and roadway edge. These stakes are important for the road Contractor and necessary for
construction. Stakes may be located in an area that is normally maintained by a property owner/resident,
however, may be in the County's right-of-way. Please do not remove these stakes under any
circumstances.
7. TURF ESTABLISHMENT: The existing landscaping in front of the St. Croix Crossings Apartments that is
outside the County's right-of-way will be protected. Any landscaping including grass that is within the
County's right-of-way may be disturbed during construction; however, these areas will receive seed and
hydraulic mulch to promote turf establishment.
8. CONTRACTOR COMMUNICATION: Please be aware of potential contact from fraudulent Contractors
claiming they are representing Washington County on this project. The County's road Contractor should
not be contacting residents about additional work on private property. They may communicate with you
about work associated with the County's project but not about additional private work. Please contact me if
you have any questions or concerns about Contractor communications.
You can stay updated on this and other projects in the area by visiting www.co.washin4ton.mn.us. Please feel
free to contact me at (651) 430-4348 if you have further questions about the project.
Thank you.

Below is a table and graph of pre-foreclosure notices since 2009. Before filing the sale notice,State law requires the
foreclosing party to provide information about foreclosure prevention services to the homeowner and provide the
homeowner's address and contact information to the Washington County HRA,as the designated housing counseling
agency for the county. The HRA contacts each of these homeowners via mail to inform them of our services and
encourage them to contact one of our homeownership specialists.
While these figures are difficult to use as a basis to forecast any future trends, they do indicate continued foreclosure
activity.

We lost one of our board members last week - John
Young Jr.
John was such an endearing man whose laughter
was contagious, generosity heartfelt and all around
goodness rewarded to all wherever he went.

him dearly and we wish his family all the best our
hearts can give.
Thank you John Young Jr. for making our lives
happier because you were part of it.
Here is his bio from his Celebrating A Life Memorial
