Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber called the meeting to order at 7:24 p.m. Present: Councilmembers Dougherty, Liljegren, Runk, and Swenson. Staff present: City Administrator Johnson, City Attorney Mike McCain, Police Chief DeRosier, Public Works Director Kegley, and City Engineer Mlejnek. Absent: City Planner Richards. Mayor McComber removed Item H from the Consent Agenda and added Old Business Item C: "Action on Finance Department Personnel Matters." Councilmember Swenson, seconded by Councilmember Liljegren, moved to approve the Agenda as amended. Carried 5-0. II. Council/Staff Reports: A. Mayor McComber: She reported that the next Parks Commission meeting was set for April 2.0 at 7:00 p.m. and Spring Clean-up Day was set for May 2. B. Councilmember Dou herty: He reported that the Middle St. Croix Watershed Management Organization meeting was cancelled and the CVB Board meeting was set for 11 a.m. on April 8 at the Water Street Inn. C. Councilmember Liljegren: No report. D. Councilmember Runk: No report. E. Councilmember Swenson: He reported that the next meeting for the Cable Commission was set for the following week. Councilmember Swenson stated that there is a section of wood fence at Valley View Park near where the sign blew over that was falling down. Councilmember Swenson, seconded by Councilmember Runk,moved to authorize the Public Works Department to remove that section of the fence. Carried 5-0. F. Staff: Deputy Clerk Pinski reported that Melisa McGinley of 5814 Nutmeg Court North was chosen as the recycling award winner. III. Approve City Council Minutes—March 24, 2015 D. Approve Earth Day 2015 Proclamation E. Authorize Staff to Hire RCM for Pothole Hole Patching F. Authorize Staff to Contract with Stripe Right for Traffic Control Street Line Painting G. Approve Resolution Granting American Cancer Society, Inc. to Conduct a One-Day Raffle at Stillwater Area High School on August 7, 2015 H. .REMOVED FROM AGENDA Councilmember Runk, seconded by Councilmember Swenson, moved to approve the Consent Agenda. Roll call vote taken. Carried 5-0. V. Public Hearin s: None VI. Old Business: A. St. Croix River Crossing project Update: City Administrator Johnson reported that Stantec was reviewing some punch-list items. He stated staff worked with MNDOT for a trail easement in front of Aldi, and they were waiting for a signature from MNDOT. B. Street Reconstruction Update: Mayor McComber reported that the City Council held a worksession, and staff was working on an agreement for the North Frontage Road. She stated the City was awarding the street reconstruction bid on April 28. City Administrator Johnson reported staff sent a letter to the City of Stillwater. C. Action on Finance Department Personnel Matters: Councilmember Runk, seconded by Councilmember Dougherty, moved to direct staff to continue interactive dialogue with Attorney Tom Glennon related to the utility billing clerk/accounting technician position regarding potential accommodations incidental to the employee's return to work. Carried 5-0. VII. New Business: A. Schedule City Council Work Session—Discussion of Oak Park Crossin Park Possible Improvements: Councilmember Runk, seconded by Councilmember Liljegren,moved to set a worksession for April 28 at 6:30 p.m. Carried 5-0. VIII. Other Council Items or Announcements: City Council Meeting Minutes April 7, 2015 Page 3 of 3 Mayor McComber reported that she, Councilmember Swenson, and City Administrator Johnson were still working on setting up a meeting with the Governor. IX. Adiournment Councilmember Swenson, seconded by Councilmember Liljegren, moved to adjourn the meeting at 7:40 p.m. Carried 5-0.
