HomeMy WebLinkAbout03-20-12 • CITY OF OAK PARK HEIGHTS THURSDAY, MARCH 20, 2012 SPECIAL CITY COUNCIL MEETING MINUTES I. Call to Order: Mayor Beaudet called the meeting to order at 6:00 p.m. Present: Councilmembers Abrahamson, McComber, Runk, and Swenson. Staff present: City Administrator Johnson, City Attorney Andy Pratt, Finance Director Caruso, and City Engineer Long. Absent: City Planner Richards. II. Suringsted/Fiscal Disnaraities Councilmember Abrahamson reported that he learned of a study that Springsted had completed for the City of Bloomington and thought a similar study may be worth pursuing regarding the financial impacts of the St. Croix River Crossing project. He stated that the City was a fiscal disparities contributor and could possibly use that resource. Abrahamson also noted that Representative Lohmer offered a bill which would define the City as a state aid city. Nick Dragisich and Anthony Schertler of Stringsted were present at the meeting. Dragisich reviewed a proposal which was provided to the City Council. He stated that they were proposing to first look at capital costs, determine how much could be supported by fiscal disparities contributions, determine what the impact to • fiscal disparities would be, and then come back to council with a final report and recommendation. City Administrator Johnson stated the study would cost a lump sum of $5,500. Finance Director Caruso reported that the money for the study could come from the general fund or the 500 fund. Councilmember Abrahamson, seconded by Councilmember Swenson, moved for entering into an agreement with Sprinsted at the quoted rate. Carried 5 -0. III. St. Croix River Crossing: Councilmember McComber reported that the St. Croix River Crossing Coalition had a long discussion at its last meeting and most of it was regarding Oak Park Heights. She reported that some members of the Coalition were present at that evening's meeting to show their support for Oak Park Heights. Commissioner Kriesel, Chuck Dougherty, and Chuck LeRoux were present in the audience. Councilmember Runk questioned how much the City would get for state aid if Representative Lohmer's bill passed. Councilmember McComber reported it would be between $150,000 and $200,000. • Special City Council Meeting Minutes March 20, 2012 Page 2 of 2 • City Administrator Johnson reported that Adam Johnson and Mr. Chiglo of MnDOT expressed an interest in meeting with the City Council prior to their March 27 City Council meeting. Councilmember Swenson, seconded by Councilmember McComber, moved to set that meeting in a worksession for March 27, 2012 at 6:00 p.m. Carried 5 -0. III.
