HomeMy WebLinkAbout04-26-16 CITY OF OAK PARK HEIGHT'S TUESDAY, APRIL 26, 2016 CITY COUNCIL MEETING MINUTES I. Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber called the meeting to order at 7:10 p.m. Present: Councilmembers Dougherty, Liljegren, Runk, and Swenson. Staff present: City Administrator Johnson, Public Works Director Kegley, Finance Director Caruso, City Engineer Mann, and City Attorney Vierling. Absent: City Planner Richards. Councilmember Liljegren, seconded by Councilmember Swenson, moved to approve the Agenda. Carried 5-0. II. Council/Staff Reports: A. Mayor McComber: She reported the next Parks Commission meeting was set for May 16 with a Public Hearing at 6:00 p.m.; there was an open house for the Bayport Fire Hall set for April 30 from 9:00 a.m. to 1:00 p.m.; she was going to meet with the Superintendent of Schools on April 28; and she was attending the Mayor's Conference on April 29 and 30. B. Councilmember Dougherty: No report. C. Councilmember Lil'e ren: He stated he received several calls on the bike trail, and he told them to attend the Public Hearing on May 16. D. Councilmember Runk: No report. E. Councilmember Swenson: He reported the next Cable Commission meeting was set for April 28. F. Staff. City Attorney Vierling reported that the City Council held a closed session at 6:30 p.m. regarding Brunckhorst vs. City of Oak Park Heights and Oak Park Heights vs. MNDOT. He stated a status report was given on both matters, and no action was taken. City Clerk Pinski reported that Jennifer and Jeff Cates of 13185 56th Street North and Justin and Lily Strain of 5818 Nutmeg Court North were chosen as the recycling award winners for the month of April. III. Visitors/Public Comment: A. 2015 City Annual Financial Statement,--,Review by Auditor Dave Mol:. Mol provided a presentation. He stated there was a clean opinion on the financial statements, no issues of internal control, and no items of non- compliance. IV. Consent Agenda: City Council Meeting Minutes April 26, 2016 Page 2 of 3 A. Approve Bills & Investments B. Approve City Council Minutes—April 12, 2016 C. Adopt Ordinance Summary Amending Chapter 1118 of the Code of Ordinances Relating to Emergency Management. D. Appoint Ms. Judith Chirhart to City Park Commission E. Approve Assessment Services Contract with Washington County F. Approve License for Sale/Storage of Consumer Fireworks at Wal-Mart G. Approve Tennis Sanitation Collection Rate Adjustments for 2016 H. Authorize Staff to Accept Trail Crack Route and Seal Quote and Contract with Fahrner Asphalt Councilmember Runk, seconded by Councilmember Liljegren, moved to approve the Consent Agenda. Roll call vote taken. Carried 5-0. V. Public Hearings: None VY. Old Business: A. Oak Park Crossing Park — Ridge Trail Construction: Councilmember Swenson, seconded by Councilmember Dougherty, moved to authorize the work with T.A. Schifsky for$61,207.50 and Alternate 1 for $12,224.50. Carried 5-0. VI1. New Business: A. Authorize Staff to Accept Stantec's Proposal to Assist with DNR Water Supply Plan Update: Councilmember Runk, seconded by Councilmember Liljegren, moved to accept the proposal from Stantec. Carried 5-0. B. Si nalization Concerns at STH 95 and. STH 36: Councilmember Swenson, seconded by Councilmember Liljegren, moved to send a letter to MNDOT requesting them to turn off the flashing yellow lights and to investigate further ways to make the intersection safer. Carried 5-0. Councilmember Runk suggested that the Chief of Police review it as well. C. Transient Housing_Ordinance Amendments (Air B & B - type): The City Council discussed that a Public Hearing should be held with the Planning. Commission in May. City Administrator Johnson stated he would look at timelines to see if it could be published in time to be held in May, and if not, prepare for June. Councilmember Runk, seconded by Councilmember Dougherty, moved to direct staff to proceed with the transient housing ordinance process. Carried 5-0.
