CITY COUNCIL MEETING MINUTES
I. Call to Order/Pledge of Alle iance/A roval of Agenda: Mayor McComber
called the meeting to order at 6:00 p.m. Present: Councilmembers Dougherty,
Runk, and Swenson. Staff present: City Administrator Johnson and City Attorney
Vierling. Absent: Councilmember Liljegren, City Planner Richards, and City
Engineer Mann.
Councilmember Swenson, seconded by Councilmember Dougherty, moved to
approve the Agenda. Carried 4-0.
[I. Council/Staff Reports:
A. Mayor McComber: She reported the Parks Commission scheduled a
worksession for April 18 at 6:00 p.m. followed by the regular meeting at
7:00 p.m. She stated the Parks Commission conducted a walkthrough of
the mountain bike trail proposed area on April 2,. she would be attending
the Minnesota Association of Small Cities Legislation Day at the Capitol
on April 19, the Bayport Fire Department Ribbon Cutting event was held
on April 7, there was a Safety and Loss Control seminar scheduled for
April 20, the St. Croix Valley Prayer Breakfast at The Grand was set for
May 6, and the Spring Clean-up event was set for May 7 from 7:30 a.m. —
1:00 p.m. at the Andersen Corporation parking lot.
B. Councilmember Dougherty: He reported he would be attending the CVB
meeting on April 13, and the Middle St. Croix Watershed Management
Organization meeting for April 14 was cancelled.
C. Councilmember Liljegren: Absent.
D. Councilmember Runk: He reported he would be attending the CVB
meeting on April 13, and the Planning Commission meeting for April 14
was cancelled.
E. Councilmember Swenson: He reported that the new Valley Access
Channels Administrator started the previous week.
F. Staff: No report.
III. Visitors/Public Comment:
None

C. Award the Spring 2016 Boulevard Tree Planting Project to Abrahamson
Nurseries

F. Authorize Staff to Enter into Service Agreement with NAC for HVAC
Maintenance
G. Approve Paris Ave Reconstruction Agreements with Washington County
H. Authorize Staff to Work with the County and New Property Owners on
Alternative to 2015 Street Assessment on Tax Forfeit Property
Councilmember Swenson, seconded by Councilmember Runk, moved to approve
the Consent Agenda. Roll call vote taken. Carried 4-0.
V. Public Hearings:

VI. Old Business:
None
V11. Nev%, Business:
A. Approve Emergency Management Ord, 1118: Councilmember Swenson,
seconded by Councilmember Dougherty, moved to approve the
recommendation by the Chief of Police for the Ordinance. Carried 4-0.
B. Consider City Council Date Change—6/28/16 Meeting: Councilmember
Swenson, seconded by Councilmember Dougherty, moved to reschedule
the meeting to Monday, June 27, 2016. Carried 4-0.
VIII. Other Council Items or Announcements:
Councilmember Runk, seconded by Councilmember Swenson, moved set a
worksession for May 24, 2016 at 6:00 p.m. with Department Heads to discuss
Council strategies. Carried 4-0.
Mayor McComber reported that the City Council received the letters and petitions
regarding the mountain bike trail proposal.

adjourn at 7:02 p.m. Carried 4-0.
