HomeMy WebLinkAbout02-23-16 CITY OF OAK PARK HEIGHTS TUESDAY, FEBRUARY 23, 2016 CITY COUNCIL MEETING MINUTES I. Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber called the meeting to order at 7:00 p.m. Present: Councilmembers Liljegren, Runk, and Swenson. Staff present: City Administrator Johnson, City Attorney Vierling, Police Chief DeRosier, City Planner Richards and City Engineer Mann. Absent: Councilmember Dougherty. Councilmember Swenson, seconded by Councilmember Liljegren, moved to approve the Agenda. Carried 4-0. II. Council/Staff Reports: A. Mayor McComber: She reported the last Parks Commission meeting was on February 22, and the next Parks Commission meeting was set for March 21 with a 6.00 p.m. worksession to discuss capital improvements and park plans and the regular meeting at 7:00 p.m. She also reported she was selected for the Metro Cities nominating committee for the new board, and she had a meeting with Washington County Commissioner Kriesel for an update on the south frontage road. B. Councilmember Dougherty: Absent. C. Councilmember Liljegren: No report. D. Councilmember Runk: He reported he attended the CVB meeting on February 8 and the Planning Commission meeting on February 11. There were items on the Council Agenda from both those meetings. E. Councilmember Swenson: No report. F. Staff: Deputy Clerk Pinski reported that Brian and Jocelyn Wiedow of 14175 4h Street North were chosen as the recycling award winners. III. Visitors/Public Comment: A. Request from WCHRA—Economic Development Capacity: Barbara Dacy and Melissa Taphorn provided a presentation regarding a proposed bill to add the ability for the Washington County HRA to have economic development authority to help communities. Councilmember Swenson, seconded by Councilmember Runk, moved to approve the Resolution in the Council packet striking the word housing from the second to the last paragraph. Roll call vote taken. Carried 4-0. IV. Consent Agenda: City Council Meeting Minutes February 23, 2016 Page 2 of 3 A. Approve Bills & Investments B. Approve City Council Minutes — February 9, 2016 C. Approve Resolution—Housing Refund Note—Green Twig Villas D. Award the Winter 2016 Tree Pruning and Removal Project to St. Croix SavATrce Councilmember Runk, seconded by Councilmember Liljegren, moved to approve the Consent Agenda. Carried 4-0. V. Public Hearings: None VI. Old Business: None VII. New Business: A. Pizza Ranch— Conditional Use Permit/Variance/Plattin /Design Guidelines and Site Plan Review. 58`h Street and Memorial Ave.: City Planner Richards reported that the applications from Ernest Swanson, representing All Things Are Possible PR, LLC, were for Conditional Use Permits for a restaurant use and setbacks, a preliminary/final plat, a Variance for an electronic message board, and design guidelines/site plan review to construct a new Pizza Ranch restaurant adjacent to the Lake Area Bank on Morning Dove Avenue. Richards read his planning report. Councilmember Runk, seconded by Councilmember Liljegren, moved to approve the Resolution. Roll call vote taken. Carried 4-0. B. Consider New Graphics for Police Vehicles: Councilmember Swenson, seconded by Councilmember Liljegren, moved to authorize the new graphics recommended by the Police Chief Carried 4-0. C. Appointment of Full Time New Hire Police Officer-- Conditional Offer: Councilmember Swenson, seconded by Councilmember Runk, moved to authorize a job offer to Brian Tennessen. Carried 4-0. D. Consider the AirB&B: Councilmember Runk stated he would like the City Council to discuss AirB&Bs, which were short-term lodging rentals for single family homes, to determine if the operations align with City Ordinances relative to lodging taxes, public safety, and/or home occupations. Councilmember Swenson, seconded by Councilmember Liljegren, moved to allow staff to look into the topic and report back to the City Council. Carried 4-0. Mayor McComber announced the League of Minnesota Cities was accepting City of Excellence Award submissions. Councilmember Swenson, seconded by Councilmember Liljegren, moved to authorize staff to look into it. Carried 4-0. IX. Adjournment Councilmember Swenson, seconded by Councilmember Liljegren, moved to adjourn at 7:37 p.m. Carried 4-0.
