Don Hoff, on behalf of AAMCO Transmission, has made application for a conditional
use permit to allow an auto repair use within the Stillwater Auto Clinic buildin located
north of 55t"' Street North and east of Memorial Avenue North.
The subject property is zoned B-3, Hi Business and Warehousin which lists
tgauto service centers" as conditional uses. It is the applicant's intention to occup the
northern 3,900 s feet of the existin 7,032 s foot buildin and renovate the
space to accommodate their business needs.
The existin "DDD LL C developmenty$ was approved in 2001 as a PUD that allowed the
pro to be constructed in two phases. In the Sprin of 2003, the ori plan was
revised to allow a downsizin of the sub buildin ( Buildin g 2 and an increase in the
size of the parkin lot.
The southern half of the subject buildin is presentl occupied b the Stillwater Auto
Clinic.

portion of the subject buildin ( Buildin g 2 as identified on the site plan). I
Accordin to the applicant, AAMCO Transmission is a specialized transmission and
repair center which is complementar to a repair shop such as the Stillwater Auto Clinic.
T an outside vender provides tanks for transmission fluid, oil, etc. and
periodicall removes wastes and refills the tanks. All of the tanks will be stored indoors
in compliance with buildin and fire codes.
Normall the business emplo five persons. Althou not finalized, anticipated
business hours are 7:30 or 8:00 am to 5:00 or 6:00 pm Monda throu Frida and
Saturda 7:30 or 8:00 am until noon.

The Zonin Ordinance lists specific criteria for review of auto service stations and motor
fuel stations. Those criteria that are applicable to solel an auto repair center will be
complied with. Conditions will be added to the approval related to outside stora
areas, keepin the doors to the service ba closed, noise, and licensin

As part of previous evaluation, it was determined that 11 off-street parkin spaces are
re of the Stillwater Auto Clinic.
The Zonin Ordinance provides a parkin re for auto repair consistin of ei
parkin spaces plus one additional space for each 800 s feet of floor area over
1 000 s feet. This e to an off-street parkin space re of 12
spaces for AAMCO Transmission.
The combination of the two automobile repair uses on the site would re 23 off-
street parkin stalls, si less than the 53 stalls provided.

Based upon the precedin review, it is recommended that the conditional use permit to
allow for auto repair use, for AAMCO Transmission at 5525 Memorial Avenue in the B-
3, Hi Business and Warehousin District, be approved sub to the followin
ciytt'itions:
All automobile l repair activities shall be limited to within the principa structure and
the doors to the service ba shall be kept closed except when vehicles are
bein moved in or out of service areas.
2. There shall be no exterior stora of automobile parts, parked cars, tanks ( -fo-r
transmission fluid, oil, etc.) or related items on the site. All stora shall be
