A law passed in 2014 requires this study (Minnesota Laws 2014, Chapter 308, Article 2, section 19). The study will focus on how energy producing facilities are taxed and will examine the related costs and benefits for their host communities. It includes coal, nuclear, natural gas, wind, solar, hydroelectric, and biomass energy generating facilities. We are asking for your input because you represent a host community or energy company in Minnesota. Please complete our brief survey about energy producing facilities in your area. Your input will help us provide lawmakers with the information they are looking for. Please answer the following questions about energy producing facilities and respond directly via email using this same document by no later September 19, 2014. The Area For Host Communities 1. What energy producing facilities exist in your area? 2. What other manufacturing or industrial facilities exist in your area? For Energy Companies 3. What types of energy producing facilities do you operate and where are they located? 4. What other manufacturing or industrial facilities exist in the same host communities as your facilities? Energy Producing Facilities 1. Energy producing facilities may impact the surrounding area in different ways. a. Which of those impacts would you characterize as positive? Why? b. Which of those impacts would you characterize as negative? Why? 2. Do energy producing facilities create benefits for the local area that are unique to the energy-producing industry? 3. Do energy producing facilities impose burdens on the local area that are unique to the energy-producing industry? 46 of 47 4. Do energy producing facilities provide proportionately more or less benefit to the local area than other manufacturing or industrial facilities? 5. Do energy producing facilities impose proportionately more or less burden on the local area than other manufacturing or industrial facilities? Local Government Services 1. What types of services do local governments provide to the energy producing facilities? 2. Are any of these services unique to energy producing facilities? 3. What types of financial arrangements exist between the energy producing facilities in your area and the local government? (Examples include Payments in Lieu of Taxation/PILT, utility real property taxes, personal property taxes, etc.)? Additional Information 1. Have you conducted any surveys or studies related to the impact that energy producing facilities have in your local area or (for energy companies) service area? Examples include citizen opinion surveys, industry opinion surveys, traffic studies, and environmental impact surveys.
