Zoning / Development Items
In response to a submission for a conditional use permit, enclosed is a copy of a letter sent from Scott Richards to the Linder’s Flower Mart firm that typically places a flower/garden
center in the Kowalski’s parking lot. Despite its history, neither the City ordinance nor the Oak Park Ponds PUD documents allow the placement of such an operation at neither this site,
nor other type of outside sales. Staff has initiated a process for allowing certain types of seasonal outside sales to be permitted via an administrative permit and is seeking the holding
of a public hearing with the Planning Commission on the matter and possible rules that may accommodate a reasonable use. This timeline is advanced due to the submission of the CUP from
the applicant and for which the City must respond pursuant to the MN STAT 15.99 rules. I would anticipate that his may be an item on the Council’s agenda in Late January 2013.
The Building Official has sent two notices of code violations; Walgreens – lighting issues and to 14887 Upper 55th Street – non-parking pad.
Following the City’s policies, the City has responded to the First Presbyterian Church’s request for a sewer utility refund. See Enclosed..
Xcel has indicated that as a result of the upcoming Boiler Rehab project this spring, the parking lot use for fishing will be closed from Feb 1st to June 15th.
The City received an application from McDonalds to install a new large sign in front of their facility. The CUP as issued by the Council only permitted a rehabilitation of the old sign.
Thus their permit has been denied, but staff did advise that if they did desire to install an entirely new sign they may approach the City Council for an amendment to their CUP.
St. Croix River Crossing:
The Master Utility Agreement and the Cooperative Construction Agreement are to the best of my knowledge complete and are awaiting final drafts between the City Attorney and MNDOT Counsel.
I would believe these would be executed next week upon the receipt of final drafts.
Councilmember McComber has provided copies of the items discussed at the Visual Quality Meeting #5 . I have placed these in your mailbox here at City Hall. (This relates to the information
email two weeks ago about colors and abutment designs.
Amy Carolan from the MSCWMO has supplied information regarding their review of the SCRCP plan submissions. They will be awaiting final plans from the selected design-build contractor.
OTHER ITEMS:
I have enclosed a copy of the final results of the 2012 Park Survey. The Park Commission will be meeting in early 2013 to discuss Park Improvements and possible capital requests.
Mayor Beaudet has provided the meeting minutes from the MSCWMO for Nov 8th 2012.
Councilmember McComber provided information on the upcoming Conversations in the Valley – Jan 15th 2013.
The LMC has provided a summary review of the 2012-2013 Insurance Coverage Changes, Rates and Dividends.
