HomeMy WebLinkAbout2001-06-17 PC Recommending ResolutionRESOLUTION NO. 01-06-33 PLANNING COMMISSION CITY OF OAK PARK HEIGHTS WASHINGTON COUNTY, MINNESOTA A RESOLUTION ESTABLISHING FINDINGS OF FACT AND RECOMMENDING TO THE CITY COUNCIL THAT THE PROPERTY WITHIN THE VILLAGE AREA, EAST OF STAGECOACH TRAIL AND NORTH OF 56TH STREET, SHALL REMAIN THE CURRENT ZONING DISTRICT DESIGNATION OF R-2, LOW AND MEDIUM DENSITY RESIDENTIAL WHEREAS, the Cit of Oak Park Hei has received a re from nei residents to consider rezonin the area east of Sta Trail and north of 56th Street from R-2, Low and Medium Densit Residential to R-1, Sin Famil Residential and after conductin a public hearin relative thereto the Plannin Commission of Oak Park Hei makes the followin findin of fact: follows, to wit: 1. The real propert affected b said application is le described as SEE ATTACHMENT A and The applicant has submitted an application and supportin documentation to the Communit Development Department consistin of the followin items: SEE ATTACHMENT B V $TO I 2. The Cit Council of the Cit of Oak Park Hei at their March 27, 2001 meetin directed staff to schedule a public hearin of the Plannin Commission to consider a rezonin of the area east of Sta Trail and north of 56 Street from the R-2 District to the R-1 District and 3. A rezonin of this propert would also re a chan in Comprehensive Plan land use desi from business/residential transition to low densit residential and 4. Cit staff prepared a memorandum dated Ma 2, 2001 reviewin the re for a chan in Comprehensive Plan land use desi and zonin and S . Said memorandum recommended that the Comprehensive Plan land use designation and zoning classification not be changed from its current designation and zoning district at this time in that the single family use may not be the appropriate long term land use for the property in question; and 6. The Planning Commission held a public hearing at their May 10, 2001 meeting, tools comments from residents of the area and the public in general, requested additional information of City staff regarding lot size, and continued the public hearing to their. June 14, 2001 meeting; and 7. City staff researched issues regarding zoning history and lot size requirements as provided in a June 7, 2001 memorandum; and 8. The Planning Commission continued the public hearing and made the following recommendation at their June 14, 2001 meeting: Now, THERE FORE 9 BE IT RESOLVED BY THE PLANNING COMMISSION FOR THE CITY of OAK PARK HEIGHTS THAT THE PLANNING COMMISSION RECOMMENDS THE FOLLOWING: 1. That the request for rezoning the property within the village Area, east of Stagecoach Trail and north of 56 Street from R-2, Low and Medium Density Residential to R -1, Single Family Residential be denied in that the Planning Commission finds no compelling reasons to change the Comprehensive Plan land use designation and zoning district classification at this time; and 2. The Planning Commission discussed the long term land use of the area in question and determined that no significant land use or zoning district changes , would occur in the area until the St. Croix River Crossing of Highway 36 and roadway changes and improvements are completed.
