We have reviewed the plans dated April 23, 2008 for the Boutwell's_58t Street Project as submitted by
Folz, Freeman, Erickson, Inc. Following are our comments and/or recommendations.

1. The new driveway for the parking lot on the north side of 58' Street N will require full depth
removal of the bitumin,ous roadway a ri�jiriimupl of 2 feet beyond the driveway in all directimis. 'n
addition, milling the surface pavement and placing the surface course overlay will be required to
the centerline of 58t Street N. This work should be identified on the drawings.
2. The construction of the tunnel will result in the removal of the bituminous pathway on the south
side of 58th Street N. The removal and replacement of this path should be identified on the
drawings.
3. The 12" water main on the north side of 58t Street North will need to be lowered. A note,
similar to the note for the 8'' private water main on the south side, should be added to the
drawings.
1. The overlay hatch and the city street section hatch, as shown in the legend, should be added to
the drawings at the new driveway location.

2. A hatch pattern should be added that identifies the replacement of the bituminous pathway on the
south side of 58t Street N.
3. The at -grade cross walk shall have signage at the crossing and prior to the crossing. In addition,
pedestrian ramps with truncated domes shall be placed at both ends of the crossing.

I . Show the percent slope with the drainage arrows on the parking lot.
2. On the Utility Notes change the classification of the 1 11 and 1 8" RCP from Class IV to Class V.
3. There is approximately 3 112" 01 space between the bottorri of the C B M H 1 2 7 and the top of the
24" pipe. This was calculated using a bottom thickness of 6" for the structure and a pipe
thickness of 3 ". To allow for compaction of material between the two it is recommended that the
build of the 2' x 3` catch basin be reduced to a shallow structure at 2.25'. This will allow
approximately V of fill between the pipe and the catch basin.

1 . Detailed design drawings, structural calculations and the geotechnical report for the pedestrian
tunnel shall be submitted to the City for review and approval prior to construction. The following
items in the design of the tunnel are concerns of the city:
a. The safety measures that will be installed.
b. The mechanical system that will be installed for proper ventilation.
c. The design for a water tight system.
d. A code compliance review for Life Safety should be completed by the designer.
2. The will be a concentrated load on the existing 24" RCP storm sewer. How will this load be
bridged to protect the integrity of the storm sewer?
