Monday,June 20, 2016 at City Hall
I. Call to Order: Chair Bye called the meeting to order. Present: Vice Chair Weyer,
Commissioner Chirhart, Commissioner Johnson (arrived late), City Administrator Johnson,
Public Works Director Kegley, Arborist Danielson, and Commission-Liaison McComber.
Absent: Commissioner Norton.
H. Approval of Agenda: Chair Bye added one item to New Business: "Discuss Possible Ribbon
Cutting for New Trail in Oak Park Crossing Park."
Vice Chair Weyer, seconded by Commissioner Chirhart, moved to approve the Agenda.
Carried 3-0.
III. Approve Parks Commission Minutes —May 16, 2016: Vice Chair Weyer, seconded by Chair
Bye, moved to approve the Minutes. Carried 3-0.
IV. Department/Commission Liaison Reports:
A. Arborist: Arborist Danielson reported that a few boulevard trees were replaced in the
street reconstruction area. She also reported she was looking over landscape plans
for commercial development proposals.
B. Public Works Director: Public Works Director Kegley reported the department had
been cleaning, repairing, and painting park shelters, and had been working on
cleaning brush.
C. Other/ Commission Liaison Reports: Commission-Liaison McComber reported that
the City of Oak Park Heights received the City of Excellence Award at the League of
Minnesota Cities Conference for Oak Park Crossing Park, and she received the C.C.
Ludwig Award at the conference. McComber also reported that she and City
Administrator Johnson attended a meeting discussing trail connections from the
Boom Site to Bayport. She said fitness stations and benches had been discussed
along the trails. She also reported that the City Council approved the mountain
biking trail.

VII. New Business:
Discuss Possible Ribbon Cutting for New Trail in Oak Park Crossing Park: Chair
Bye suggested discussing a ribbon cutting for the new trail. Commissioner-Liaison
McComber suggested waiting until the gazebos and park benches were in place. City

Administrator Johnson stated there were no gazebos planned for 2016, but likely
2017. Chirhart asked if it was possible to get them in 2016. Johnson stated it
depended on manufacturer lead time. Johnson stated he could get two quotes for
gazebos and bring them back to the Parks Commission.
Chair Bye, seconded by Vice Chair Weyer, moved to direct staff to obtain a couple of
quotes for gazebos to match what was currently there but in a smaller scale. Carried
4-0.
VIII. Old Business:
A. Park Fencing: City Administrator Johnson reported the City issued an RFB securing
bids for fencing, and there were no responses. He stated staff would contact a couple
of contractors to see what caused them not to bid. McComber also suggested the
City Council may want to discuss the possibility of assessing the fencing. No action
was taken.
B. Park Walkthrou _gh Improvements Priority Ranking Improvements Priority Ranking: City Administrator Johnson
reported that he included in the packet the rankings from the Parks Commissioners.
He suggested the Commission consider meeting in a worksession prior to the next
Parks Commission to discuss the rankings and funding sources.
Chair Bye, seconded by Commissioner Chirhart, moved to set a worksession on
Monday, July 18 at 6:00 p.m. Carried 4-0.
IX. Informational:
A. Next Meeting: Monday, July 18, 2016 at 7:00 p.m. with a Worksession at 6:00 p.m.
B. Council Representative: Monday, June 27— Commissioner Chirhart

REQUEST FOR QUOTES - TWO PARK SHELTERS
Summary: The City of Oak Park Heights (the City) is seeking QUOTES from firms to provide and construct two (2) 20'
diameter park shelters. Both shelters would be identical and in an octagonal or hexagonal shape with a cupola fixture and
horizontal detail. The shelters must generally match the existing shelter at the Oak Park Crossing Park in design, materials
and color—including the cupola and horizontal detail found at the eave-- Exhibit A contains an image of the existing shelter.
Exhibit B contains a site map and location. The slab for each shelter has already been constructed.
Requirements for the Project:
A. The Contractor shall provide all materials,equipment and labor to construct each shelter, including the cupola and horizontal detail.
B. All shelter materials shall be metal, including the roof elements.
C. All support columns, beams and plates shall be structural steel grade. Columns shall be a minimum of T716" wall thickness. All steel
elements shall be powder coated (not painted).
D. Vertical support columns shall be anchored into the pre-existing 25'diameter slab via installation of anchor bolts and appropriate epoxy.
Exhibit C contains the current slab specification as actually constructed and currently in place and are identical. No footings shall be
installed.
E. All vertical support columns shall have a minimum height of 8 feet to the eave, (clearance under the shelter to the slab floor shall be 8
feet,but not more than 10 feet).
F. The roof shall have a 6/12 pitch — matching current structure and shall be of a minimum 24 - gauge material with finished coating
impregnated into the material or powder costed (not painted).
G. Shelter shall be centered upon the slab.
H. Colors and design shall match the shelter found at the existing site as shown in Exhibit A.
I. All fasteners shall be of structural grade nuts,bolts and washers.
J. All major roofing materials,posts and beams shall be manufactured and/or fabricated in the United States—subject to verification.
K. Provide a minimum of a one-year warranty on all materials and installation defects.
L. There shall be no price changes or alterations based on color selections of any element.
M. A final Written Contract,consistent with this request for quotes,will be developed by the City upon the selection of a prevailing contractor.
N. The Contractor is not required to warranty the slabs nor their foundational elements.
0. Payment will be made at the completion and acceptance of the project by the City.
P. Proof of insurance will be required by the City by the prevailing contractor.
Q. The contractor is requested to visit the site prior to submitting a quote.
Along with the Quote Submission Page, provide in your submission packet the following materials:
1. The name of the manufacturer of the materials proposed as well as detailed specification on the materials to be utilized.
2. A full color photographic representation of the proposed shelter(s)(not dimensional drawings)
3. Detailed project specifications and schematic drawings.
4. Your bid submission must inculde a$500.00 bid security—cashier's check only- to the City of Oak Park Heights.These funds would be
returned to the non-prevailing bidder once a contract was complteted with the prevailing bidder. These funds would be returned to the
pravailing contractor upon completeion and acceptance of the project.
