Box 2007 Oak Park Heights,MN 55082-2007 Reference: Pizza Ranch—Construction Plan Review Dear Eric, We have reviewed the construction plans submitted on 6-13-2016 regarding the proposed Pizza Ranch. Following are our comments and recommendations: Sheet Ci.ii— Existing Site and Removals Plan 1. The note regarding removal of the cul-de-sac pavement refers to the work being performed by the City. The City will not be performing this work; it is a requirement of the development. Sheet C2.11—Site Plan 1. The notes regarding the paving of the cul-de-sac,installation of the cul-de-sac curb and gutter, and storm outlet curb cut, refers to the work being performed by the City. The City will not be performing this work; it is a requirement of the development. 2. The base course for the paving of the cul-de-sac will be SP 12.5 Non-wearing course (SPNWB 23o B). The wear course for the paving of the cul-de-sac will be SP 12.5 wearing course(SPWEB 24o C) 3. Indicate the construction of the 6-foot bituminous pathway per City Standard Detail Plate STR-39, "Typical Section For Bituminous Pathway". The bituminous pavement for the pathway will be Sheet C2.12 -Utility Plan 1. Connections to the City's sewer and water systems shall be per the City's standards and detail plates. The City or its designee shall be present for water and sanitary sewer service connections to the City's systems. 2. Make the sanitary sewer connection as per City Standard Detail Plate SER-6, "Pvc Sanitary Service Saddle Connection". it Mr.Eric Johnson Page 2 of 3 Reference: Pizza Ranch-Construction Plan Review 3. Indicate the connection method(s)to the City's water main. 4. Provide Riprap at the storm sewer outlet at the ditch along MN State Trunk Highway No.5 (now County Road 14)per City Standard Detail Plate STO-13,"Riprap At Outlets". Obtain any necessary permits to discharge to the County ditch. Sheet C3.11, C4.11— Grading Plan,SWPPP(Erosion Control) i. The proposed drainage swales on the southwest and northwest sides of the project are located within the proposed City drainage and utility easement. As such,the ownership and maintenance of these swales would be the responsibility of the City. All other stormwater facilities,outside the City's drainage and utility easement, as well as the parking lot curb and gutter and storm outlet curb cuts that encroach into the proposed drainage and utility easement, shall be considered private and shall be owned and maintained by the Owner. 2. Provide a detail of the cul-de-sac. Show the curb grades all the way around the cul-de- sac and at the tie-in points with Morning Dove Avenue. Clarify flowline grades and flow patterns. Show the highpoint grade in the middle of the cul-de-sac. 3. Submit the most up to date electronic CAD file(s)for the grading plan for the City to use to coordinate grading with adjacent properties. 4. Clarify the difference between the hatched and shaded turf reinforcement mat on the erosion control sheet legend. Category 3 turf reinforcement mat is composed of polypropylene. 5. The City reserves the right to require additional erosion control measures as determined/necessary during the construction of the project. Storm Sewer/Storm Water Management 1. The project is subject to review by the Brown's Creek Watershed District.The City shall be provided a copy of the permit approval letter from the BCWD. Civil Details 1. Ensure that details which have a corresponding City detail plate are consistent with the City's details. The City or its designee shall be present for water and sanitary sewer service connections to the City's systems. 2. The Owner will need to comply with all requirements of the NPDES Construction Stormwater Permit and the Brown's Creek Watershed District. The City reserves the right to require additional erosion control measures as determined/necessary during the construction of the project. 3. Parking,lighting,landscaping and building to be reviewed by others. 4. The Owner shall be responsible for obtaining all required permits. 5. Utility construction and improvements in the right-of-way need to conform to the City's Standard Detail Plates. The City's details can be provided upon request.
