The City has not received any new applications. 2. The SAHS has developed an interim Emergency Evac.Pian for the football field.That layout is attached.This stemmed from some concerns being raised by the Fire Chief and the State Fire Marshall. In any event it appears all parties are generally satisfied with the interim plan. ST.Croix River Crossing The City has been provided the STORM WATER AS-BUIt_TS—and has reviewed these in detail.Generally,except for one minor item relating to a graphic,they are acceptable. MNDOT then and Noe Imagery from Sept 8th Email. Staff has apparently diagnosed some of the oomplications being experience by the Pressure reducing Station near Cover Park as being due to some partially dosed valves located upstream.It is hoped that these operations will now normalize. Qftemr-bmms I did attend the staff work session held by the Washington County HRA for their development of the County-wide Economic development Plan.It is hard to say what will come of the work plan and its timeline for implementation but first it is likely to identify issues and concerns before there are particular work products implemented.This is a practical approach but where it goes from there is a more interesting question.Our next meeting is in October There will be an OPEN HOUSE at the Bayport Fire Department on Oct 15#1 and held in conjunction with fire Prevention Week. Of the funding mechanisms adopted last week, $103.5 million will be financed through Certificates of Participation (CoP). A CoP is a revenue agreement under which the financial market provides upfront funds for project expenses that are paid back from available revenues in the borrowing entity's annual budget. We received a lot of rain Sunday and Monday night and are anticipating more rain this week. The rain could delay work on a lot of our projects. The amount of work completed this week will depend on the amount of rain we receive. County 10 and County 16-Traffic Signal project The first two lifts of pavement have been placed on all of the lanes and the roadway is open to traffic. During the past week, the contractor was working on pedestrian ramps, trails and utility relocations. 1 13 of 16 Wear course(final)paving is scheduled for this week, but could be delayed with the anticipated rain. Final striping will occur about 10 days after final paving. Here is a link to the projectcamera: Roundabout at County 15&Trunk Highway 96 This past week, the contractor poured the concrete truck apron, and the pedestrian and snowmobile"cut throughs". The final wear course pavement was placed on the north, south and west legs of the intersection. The contractor also continued placing topsoil. This week, the contractor will place permanent signing on Wednesday and final striping on Thursday. The plan is to open the roundabout on September 99th, weather permitting. At that time, the north, south and west legs of the intersection will be open to traffic. The east leg of the intersection will be closed to facilitate the removal of the temporary bypass roadway and start Stage 3 of construction. �Ilu.uli'iiu. t 1110 IAIII l'. ...�................................., ............................. County 17—Downtown Lake Elmo Project Sanitary sewer, watermain,and storm sewer was completed on CR 17 and on 36m Street,west of CR 17. This concludes 99%of the utility work downtown. Sand and gravel was completed on CR 17, near CR 14. CR 17 will be open to gravel, from CR 14 to the RR tracks, early next week. Next week the contractor is planning to complete public utility and storm sewer work near the intersection of CR 17 and 30th Street. This will require a two week closure of CR 17. This closure was originally scheduled to begin last week, but was pushed back to avoid two closures on the CR 17 portion of the project Sand and Gravel installation will continue downtown. The contractor has been continuing to work very long hours to keep construction progressing. Here is a link to the camera set up downtown: m.: i °h L County Road 12—Stillwater This past week, the contractor continued subcutting and constructing the road base along south side of CSAH 12. The existing trail was reclaimed. This week, the contractor will continue to subcut the roadway on the south side of CSAH 12, from Maryknoll Drive to Myrtlewood Court. Reclaiming on CR 12 will also take place. Pedestrian ramps and curb &gutter are scheduled to be installed at the end of the week. The trail will also be paved. This work is all weather dependent. Additional road paving will occur the week of September 11th. Installation of the traffic signal at Maryknoll Drive will continue. County 12117 Traffic Signal Roadway widening, and base course paving of the west side of CR 17(south of CR 12)and on CR 17, north of CR 12,was completed last week. Traffic was shifted to this newly widened portion of CR 17 to complete pavement removals on the east side of CR 17, south of CR 12. Roadway widening of the east side of CR 17, pedestrian ramp installation, and traffic signal construction will continue to progress through next week. The project is expected to be completed near the end of September. County 21 —Downtown Afton The State Historic Preservation Office concurred that this project has no adverse impacts, clearing a major hurdle and putting the project on track 11b begin construction in mid-September. 2 14 of 16 Tree clearing could begin as early as next week, with a five-week closure of CR 21, between River Road South and Upper 34th Street South, is expected to begin on September 19th. County 221Jamaica Roundabout The contractor completed the concrete mainline paving on Jamaica Avenue, north of CR 22. The contractor also completed driveway work, grading for the trail, and slope grading and dressing. Next week, the contractor will pave the trail and perform restoration work along Jamaica Avenue. Here is a link to the project camera. County 23—Oak Park Heights The roadway is open to traffic. Plantings in Basin B are complete. The contractor has been working on slope grading and dressing behind the curb and new sidewalk. This week, the wear course will be paved and mailboxes will be installed. Permanent signing will also be installed. County 26--Oak Park Heights The contractor finished installing and tolerancing the gravel. The base course of pavement was placed last Friday_ The driveway apron and curb&gutter installation was completed at the apartment building entrance. This week, the clay liner will be installed in the wet pond and the contractor will place subsurface drains and the iron-enhanced sand in the filtration basin. The height of an existing retaining wall will be adjusted, Xcel will complete relocation on an 8"gas main, the trail will be paved, and guardrail will be installed along the east side of road, adjacent to the retaining wall. County Road 57—Hugo and May Township The contractor is working on final pavement striping, installing signs, and completing site cleanup. County Road 4 —Hugo and May Township Similar to CR 57, the contractor is working on final pavement striping, installing signs, and completing site cleanup. County Road 5—Stillwater Township The first lift of pavement was placed last Wednesday. Additional paving is scheduled for this week, but the work is weather dependent. Point Douglas Trail The contractor continued grading, stabilizing slopes and working on retaining walls. Work was very slow along the trail, because of the large amount of rain we have received over the last couple of weeks. Misc.Concrete: The only remaining work is on the CR 55 trail near the railroad tracks.
