I would like to address a few Tissues,maybe we need to have a meeting(or perhaps not)but here they are.-
I.
re;I.. The Cft.y has received phone calls from residents Inquiring about steam release and/or other loud noises at the Allen S.
IKing Plant occurring during the early morning hours.Most residents(know that there is an occasional release of such
steam and that it can causea load noise for several minutes and it Is simply Part of time standard operations from time
to tune°This early time however Is not workable for the neighboring residents.The City would request that any(planned
releases to occur duping the traditional workday—Le.after 7 am but before g pm.,
There of course may The circumstances beyond your control that may lead to a very rare(release and/or noise outside
of these hours,If that its the case,the City would appreciate(being made aware of when that did occur—even after time
fact so that we immay iinfbirm our(residents as to what is occurring when they do call us for information.
1 Apparently there is a(lien placed against your properly from a firm that performed the slag removal at the site..'These
financial transactions between your panes is not within the purview of the City to oversee..Iltut we have been"CC'on
the mader for some reason,Sornetimes you as a site manager might not be aware of mese financial elements.Just
information.
Are there any temporary trainers still in use at your site for offices or for any other use?If you would enumerate these
and their type and their Ilocation(s)it would The appreciated so II may compare them to any issued interim Use Permits
(IUP)to ensure site oompfiance.The City and Xcell went through a number of IUP processes and a comprehensive
(review would be(helpful.
4.. There remainta non-compliant(light fixture that has been installed at the south side of the structure at the Stagecoach
Substation—above the doonNay area..I have Inquired numerous tirnes to various Xcell Staff that this fixture be replaced
with a full cut-off light,yet it keeps being forgotten..I vmulld ask that this be addressed(before the snow arrives,(phis
building has just been repainted and looks much nicer compared to its earliercondition).

Segment placement nearly complete on Highway 36 approach bridges
STILL WATER, Minn.-,Crews anticipate completing segment placement the week of Sept.. 19 on the Highway 36
eastbound and westbound approach bridges on IMimnlnm land.
Segment placement began on the Highway 36 approach bridges in April 2015.About 330 segments make up the driving
surface of-the approach and ramp bridges an Minn. land."rhe 180-ton segments are lifted one-at-a-time by crews, using
a heavy-111-ft crane,then held in place by high-tension cables and industrial epoxy glue.
Other St.Croix Crossing bridge construction highlights include:
® Crews continue to install the drainage system at Piers 8 and 9
• Crews will have Placed up to the 24th eastbound and westbound segments in the bridge deck construction
sequence and up to the seventh set of stay cables at Pier 10 by the end of the week of Sept. .12
• Crews will have placed up to the 28th eastbound and westbound segments in the bridge deck construction
sequence and up to the eighth set of stay cables at Pier 11 by the end of the week of Sept.12
• Crews will have placed up to-the 27th eastbound and westbound segments in the bridge deck construction
sequence and up-to the eighth set of stay cables at Pier 1.2 by-the end of the week of Sept. 12
