St. Paul, Rochester, Willmar and St. Cloud, MN • Milve, rc7= G / \\S Website: www.bonestroo corn Re: Boutwells LandingNalley Senior Services Alliance Revised "Final" Grading Plan & Architectural Site Plan Revisions Our File No: 55-98-805 Dear Mr. Melena: D OCT 1 2 1999 We have reviewed the revised grading and architectural site plan for Boutwells Landing/Valley Senior Services Alliance development as submitted to us on October 4, 1999 by Mr. Charlie Melcher of Westwood Professional Services, Inc. and Mr. Skip Sorenson of JSSH Architects, Inc. Several revisions have been incorporated into these latest drawings. In addition, several revisions were discussed/requested by the architect and engineer in our October 4, 1999 biweekly status meeting. We offer the following comments/recommendations regarding the revised plans and/or requested revisions: 1. Mr. Sorenson indicated two changes to the northerly parking lot of the main campus. The northerly parking lot will no longer connect to Norwich A venue north, but will incorporate a turn-around area with 15 parking stalls. In addition, the parking area will have a second driveway to 58th Street North, as an earlier version of the site plan had shown. These revisions are shown on the latest schematic site plan, partial copy attached. We will revise our plans for the City's project relative to the driveway access to Norwich Avenue North being removed. However, we recommend that the easterly driveway from the northerly parking lot be eliminated to alleviate potential turning movement conflicts on 58th Street North. This issue had been commented on in a previous review (see Item No.7. our May 26, 1999 review letter, attached) and incorporated into the design. Mr. Sorenson indicated that this driveway would be used primarily for delivery vehicles and signed as such, and that the north parking lot would be primarily an employee parking area. Another potential revision discussed involved raising the bottom of Pond D and/or Pond C by approximately two feet to alleviate ground water infiltration and assist in the installation of the pond liners. Pond D is located west of Norwich Parkway between Norwich Circle North and Nolan Avenue North. Pond C is located east of Norwich Parkway immediately south of the park. The grading contractor will try to install the liners via dewatering efforts. If these efforts are unsuccessful, Pond D may be raised two feet and the surface area enlarged accordingly to maintain proper storage volumes. No revisions are anticipated to Pond C. 3. The owner, architect and site grading contractor also discussed revisions to the building pad elevations and locations along Nolan Avenue North and Nolan Circle North. Sanitary sewer and water main services have already been installed in this area as part of the City's contract. The revisions being discussed would not greatly affect the service locations, and therefore, no revisions are anticipated to the service locations already installed. 4. Today we received a fax from JSSH Architects, Inc. showing a revised parking lot in the park area, copy attached. The revision includes another driveway entrance onto Norwich Parkway south of the driveway across from Norwich Circle North. We have not yet installed curb and gutter in the area of this proposed new driveway entrance and will include it in the City's plans if the parking lot layout and driveway location is acceptable to the City. 5. The architectural site plan, grading plan, and utility plans should be updated to reflect the revisions noted above once they become final.
