Construction may begin at any time. 3. Staff has send a second letter seeking compliance on a car parked on the grass and other yard dean-up issues see enclosed tow letters from the Building Official. ST.Croix River Crossing MNDOT News Release for 9-22-16 Terry Zoller will be attending the City Council meeting on 9127/16 for an update and other questions the Council may have.Mr.Michael Beer of MNDOT did contact me and indicate that if the Council would like a tour of the bridge to let him know direct in an off-camera discussion so that it may likely remain a more intimate group. Other Items • The temporary water on 65th Street has apparently passed its first bacteria testing sample and staff is awaiting a second passage. Once it dries out a bit I am told work will commence. The curbing has been poured on 64th and Ozark ave; it is possible both layers of asphalt may be placed next week. • Update from the Coalition of Utilities Cities regarding the possibility of closing the Xcel Energy SHERCO plants(I&11)in Becker. Please note the Dept.of Commerce's discussion of the closure of the Allen S. l(ing Plant as being a viable altemative. The question becomes what is meant by the term'viable". No action appears to be needed at this time, but the City Council will want to monitor this discussion further over the coming years.Xcel's conversion to natural gas is of course likely dependent on its pricing and availability and it would likely not be simple to remove 500 mega-watts(the AS King Plat)from their grid supply— even if it is coal without a locked-up replacement Please see the email form Carolyn Jackson of the CUC> • Washington County Board—Summary of Proceedings for 8123,9/6 and 9113. While there, I observed vehicles parked upon the yard area and a large assortment of accumulations throughout the yard, including a dishwasher. Trash and recycling containers were still out at the street and had not been pulled in from collection day the past Thursday. This letter serves to advise you that these items parked and/or placed upon the yard do not comply with City Ordinances 401.15.13.14 Exterior Storage and 401.15.F. Off-Street Parking and Loading, which regulate off-street parking and exterior storage. These ordinances are enclosed for your reference. This letter further requests that you remove all vehicles from the yard area and place them upon an approved driveway and/or parking area. Vehicles that are not operable are to be placed into operable condition or removed from the property, as it lacks a garage for placement to its interior. All play items, outdoor sports items, trash, etc. shall be cleaned up, put away or discarded as appropriate. There is a City wide clean up being held on Saturday, October l st. I have enclosed information regarding this event. You may find this useful for disposal of items, such as the dishwasher. In any event, the yard is to be fully cleaned upon as requested above, no later than Friday, October 7, 2016. A compliance check will be made after the 7th. Your prompt attention is required. You were notified of the vehicle being in violation of City Ordinances 401.15.6.14 & 401.15.F and were requested to remove it from the yard area no later than Friday, September 9, 2016. A compliance check was made and it was found that the vehicle remained parked upon the yard area, to the side of the garage, in continued City Ordinance violation. No vehicles shall be parked upon the yard, unless upon a driveway or approved parking pad. With this letter you are directed to remove the vehicle from the yard area no later than Friday, September 30, 2016. This letter serves as the City's second request for compliance. The MN Department of Commerce filed its last comments on Sept. 12 and recommends the Public Utilities Commission approve Xcel's revised Integrated Resource Plan. The MN DOC submitted comments on September 8,and followed up with supplemental comments on September 12. In these two sets of comments,the DOC recommends that the Commission approve Xcel's plan for retiring Sherco I and Sherco II.They also recommend that the Commission allow Xcel to begin the acquisition process for the gas fired plants even before the final order is issued. In its analysis,the DOC examined whether it aright be�bett of the Sherco plants.DOC concluded that the current Xc ptan is#hs stating,"If the Commission is concerned about retiring two units at Sherr econd Sherco retirement;1 Also,the DOC examined whether Prairie Island should be decommissioned early or whether the rates should be raised to accommodate the capital improvements that are needed for that plant.They recommended that a decision to close Prairie Island should not be made at this time,but Xcel should submit a full analysis within 18 months of the order on this Integrated Resource Plan. The Coalition of Utility Cities will continue to examine economic development opportunities for communities where their plants may be closed or recommissioned as gas instead of coal. Commissioner Reports—Comments—Questions The Commissioners reported on the following items: - Commissioner Weik—reported that Woodbury Days is from August 26th through August 28th. She attended the Counties Transit Improvement Board(CTIB)meeting last week,and reported that the majority of the funding commitment for the Metro Orange Line was approved. She attended both the Gateway Corridor Policy Advisory Committee and the Gateway Corridor Commission meeting on August 18th. Park Grove Library is hosting its celebration on Saturday, September 10t`, from 1:00 p.m.to 3:00 p.m. She thanked the Sheriff s Office for hosting the Safe Summer Nights event in Newport. She thanked the Washington County Board for its support in using the Newport park-and-ride for the Minnesota State Fair park-and-ride. - Commissioner Weik—reported that she is not able to attend the Sheriff's Office Recognition Ceremony,due to prior commitments. She reported that Minnesota Governor Mark Dayton visited the Woodbury City Hall last week in regards to county initiatives and concerns, including a positive discussion of the Gateway Corridor. She reported that Federal Transit Administration(FTA)officials from Chicago will be touring the Gateway Corridor next week. She extended sympathy to the family and friends of Inez Oehlke from Woodbury Senior Living. She summarized actions and discussions that took place at special meetings for the Counties Transit Improvement Board, and the Metropolitan Council. She summarized a request from a constituent for the county to consider producing artificial snow for cross- country skiing at the Lake Elmo Park Reserve. She reported that she participated in the Woodbury Days event. Commissioner Miron—reported that the Recycling and Energy Board is encouraging both Finance and Facility Committee members to attend a conference in November regarding renewable energy from waste. He thanked the Washington County Attorney's Office for its Staff Appreciation Lunch. He attended a Water Summit meeting in Hugo,regarding North East Metro water issues with David Brummel,Public Health and Environment's Deputy Director. He reported that the Houle Family's 100'h Anniversary celebration was on August 20th. He reported that he is unable to attend the Sheriffs Office Recognition Ceremony. She thanked Library Director Keith Ryskoski for attending Park Grove Library's 50th anniversary celebration. She attended the Minnesota Extension Committee meeting yesterday, and brought back 4-H calendars and a report regarding highlights of the 4-H program. - Commissioner Weik—reported that she attended a National Association of Counties(NACo) Central Region conference call last week, and reported that there will not be a conference call in October. She attended a meeting with constituents regarding transportation issues. She congratulated the Saint Therese Senior Living Community in Woodbury on its grand opening. She met with Woodbury businesses along the new east end terminus of the Gateway Corridor Gold Line. She attended an East Metro Strong Co-Chair meeting. She extended an invitation to staff to attend the East Metro Strong meeting later this month regarding the Gateway Corridor Gold Line. - Commissioner Kriesel—reported that he attended the Pollinator Friendly Alliance's event in Stillwater Township. Staff explained the CVA will have two outcomes—tools for cities and a methodology for cities to map how their cities can be impacted by extreme heat and extreme precipitation events. As Metro Cities has previously noted,the CVA is an optional assessment for cities to use when updating their comprehensive plans.The assessment tool is still being finalized and will be included in the Local Planning Handbook by early 2017. Finally,a new Met Council report analyzes the latest U.S.Census data on three quality of life indicators and how racial and ethnic disparities vis-A-vis the indicators in the 16-county metro region compare with other regions across the country.The indicators—employment,poverty and homeownership—have been studied and reported on the two previous years by the Met Council.The new report, Behind the Curve: Racial and Ethnic Disparities in the Twin Cities Metro in 2015,provides the latest numbers as issued through the new American Community Survey data. At Monday's meeting,staff highlighted several key findings, including:the metro has some of the highest overall rates of employment and homeownership in the country,the metro has some of the largest disparities by race and ethnicity in the country,disparities are notable between white and black residents,and income and homeownership for black,Latino and Asian residents have improved since 2000 in some peer regions more than in this metro region. State Revenues Dip in August The state general fund revenue collections update shows revenues for August are$42 million less than forecast,with lower collected individual, sales and corporate tax revenues.For fiscal year 2017, revenues are now $73 million,or three percent, less than forecast.With the veto of the tax bill, the legislative session ended with a$728 million budgetary balance.The legislative session began with a forecasted surplus of$900 million.
