Call to Order: Chair Bye called the meeting to order. Present: Vice Chair Weyer, Commissioner Chirhart, Commissioner Johnson, Commissioner Norton, City Administrator Johnson, Public Works Director Kegley, and Arborist Danielson. Absent. Commission- Liaison McComber. 11. Approval of Agenda: Commissioner Norton, seconded by Vice Chair Weyer, moved to approve the Agenda. Carried 5-0. II1. Approve Parks Commission Minutes --June 20, 2016. Commissioner Johnson, seconded by Commissioner Chirhart, moved to approve the Minutes. Carried 5-0. IV. Department/Commission Liaison Reports: A. Arborist: Arborist Danielson reported that the weed control visit took place on June 2$, 2016, at the Swager and Valley View Park prairies. She stated that weeds were pulled and herbicide was applied. B. Public Works Director: Public Works Director Kegley reported he was working on securing quotes for trail sealing. C. Other/Commission Liaison Reports- City Administrator Johnson reported he attended the League of Minnesota Cities Conference and spoke with a contractor about splash pads. He said the contractor would be willing to come to a Parks Commission meeting to discuss the pros and cons of a water circulating system versus a non-circulating system and operational costs. Commissioner Norton, seconded by Vice Chair Weyer, moved to direct staff to obtain more information about splash pads. Carried 5-0. Commissioner Chirhart requested staff obtain information from surrounding communities who have splash pads on their experiences. Johnson also read an update from Summer Park Program Coordinator Zeuli on the summer park programs. V. Visitors/Public Comment: None VL Public Hearing: None VII. New Business: None VIII. Oak Park Crossing Park Update— Shelter Pricing: City Administrator Johnson reported the City received one quote for the proposed shelters as of that date, and he reached out to other contractors in hopes to receive at least one more quote. He stated staff would bring it back to the next meeting with a recommendation. IX. Informational: A. Next Meeting: Monday, August 15, 2016 at 7:00 p.m. B. The City anticipated the construction of thilions in 2017 following the completion of the trail and slab along the Oak Park Crossing ridge in 2016.That trail project dand staff did solicit for price quotes if the Council/Commission was interested in accomplishing this earlier.The proposal called for two shelters to be similar in design and scope to the shelter already constructed,only with a smaller diameter.Please see the attached RFQ and submitted bid documents. Ordinarily the Park Commission would be offering a prior recommendation,however due to the change of meeting dates this prior action by the Council is necessary and would save+1-30 days in the process.The Commission will be meeting on August 1161h, Delivery and construction time is in the 8 to 10-week range from the data of order. That said,I did seek a prior authorization(at the time of this communication being written)with the City Council to move forward subject to any final clarifications the Council and/or the Commission may offer.Or perhaps not move forward at all...? Funding for this project would be derived from the committed park development funds received from Xcel Energy which has an estimated uncommitted fund balance of$289,095.78.Please recall these funds may only be utilized in this Park or in adjacent parks,and these shelters are consistent with elements the general plan. Please note these values are higher than shown last month due to an error in their submission for costs associated with the Horizontal Detail as that was not included in their submission. Both shelters would be identical and in an octagonal or hexagonal shape with a cupola fixture and horizontal detail.The shelters must generally match the existing shelter at the Oak Park Crossing Park in design, materials and color—including the cupola and horizontal detail found at the eave--Exhibit A contains an image of the existing shelter, Exhibit B contains a site map and location. The slab for each shelter has alreLdX been constructed Requirements for the Project: A. The Contractor shall provide all materials,equipmentand labor to construct each shelter,including the cupola and horizontal detail. B. All shelter materials shall be metal,including the roof elements. C. All support columns, beams and plates shall be structural steel grade. Columns shall be a minimum of 3116°wall thickness.All steel elements shall be powder coated(not painted). D. Vertical support columns shall be anchored into the pre-existing 25'diameter slab via installation of anchor bolts and appropriate epoxy. Exhibit C contains the current slab specification as actually constructed and currently in place and are identical. No footings shall be installed. E. All vertical support columns shall have a minimum height of 8 feet to the eave, (clearance under the shelter to the slab floor shall be 8 feet,but not more than 10 feet). F. The roof shall have a 6112 pitch — matching current structure and shall be of a minimum 24 - gauge material with finished coating impregnated into the material or powder costed(not painted). G. Shelter shall be centered upon the slab. H. Colors and design shall match the shelter found at the existing site as shown in Exhibit A. 1. All fasteners shall be of structural grade nuts,bolts and washers. J. All major roofing materials,posts and beams shall be manufactured and/or fabricated in the United States—subject to verification. K. Provide a minimum of a one-year warranty on all materials and installation defects. L. There shall be no price changes or alterations based on color selections of any element. M. A final Written Contract,consistent with this request for quotes,will be developed by the City upon the selection of a prevailing contractor. N. The Contractor is not required to warranty the slabs nor their foundational elements: 0. Payment will be made at the completion and acceptance of the project by the City. P. Proof of insurance will be required by the City by the prevailing contractor. Q. The contractor is requested to visit the site prior to submitting a quote. The name of the manufacturer of the materials proposed as well as detailed specification on the materials to be utilized. 2.
