TO: Tom Melena PROM: Scott Richards DATE: October 22, 1999 RE: oak Park Heights - Valley Senior Services Alliance VSSA General Plan of Development Phase 1, Soutwells Landing PILE NO: 798.92 - 98.02 The Planning Commission, at their October 21, 1999 meeting, voted 4 -0 to recommend approval of the General Plan of Development for Phase 1, stage 1 and Phase Stag 9 2 including a CUP for building height and a variance for building setbacks. The recommendation was made with the conditions of the October 14, 1999 planning report p g p with changes rude by the Planning Commission. Residents of the Diver Hills neighborhood were present at the public hearing and were . p 9 concerned about the specific placement of landscape materials to effectively screen their residences. The landscape architect for VSSA will meet with the residents of the neighborhood today to resolve any of the landscape and screenin g issues. The Planning commission discussed in great detail the issue of access points on 58 p Street and the street/trail lighting th p issues. The project architect resented alternative designs for 58 street. The Planning Commission felt that the City Eng ineer and the architect should resolve this issue. In regards to lighting, the Plannin g Commission requested to see a photometric plan and recommended to defer lighting approvals until that plan is provided. 9 g pp The Planning commission recommendation is based on the following conditions. The wording that is highlighted reflects the Planning commission changes to the staff recommendations. �. Approval is granted for Phase 1, Stage 1 landscaping, lighting and si na g g g e g g plans; Phase 1, stage 2 plans (except for park plan); a conditional use P ermit for building height; and a 10 foot variance for building setbacks. 2. All site plans as incorporated into the October 14, 1 999 plannin g report shall be p made a part of the general plan of development approval. 3. The site plan is revised such that the Boutwells Landing building is set back not less than 19 feet from the west property line. 4. A total of 294 parking stalls including 80 underground garage stalls shall be constructed in conjunction with Phase 1. Fifty-five surface stalls would be held as proof of parking to be constructed with subsequent phases for this facility. 5. A revised site plan shall be submitted with the disability designated stalls as required by the state of Minnesota. 5. The site plan shall be revised to provide one access to 58th street, subject to review and approval of the City Engineer. 7. Three to four foot berms shall be constructed and landscaped between the parking lots and the right-of-way of 58th street as approved by City staff. 8. Mechanical system plans shall be submitted for review and approval b City ff. y � sta 9. Building material boards shall be submitted to the City in advance of the Plannin C ommission and Council meetings in which the project will be considered. 10. The City Arborist shall review and approve all landscape plans. 11. The grading and drainage plans for the project are subject to review and approval of the City Engineer and applicable watershed districts. 12. Any changes to the development contract resulting from general plan review shall be subject to the city Attorney review, and approvals shall be made concurrent with the motion for general plan of development approval of Phase 1. 18. The conditions of approval of the general plan of development approved by the City council at their April 27, 1999 meeting shall apply to the entire Phase 1 of the Boutwells Landing project. 19.
