All of the Review Findings from the Report have been copied below and Kimley-Horn offers the corresponding responses in red. Please review and let me know if there are any questions in regard to the responses offered. Stormwater/Drainage 1. The project is subject to review by the Brown's Creek Watershed District.The City shall be provided a copy of the permit approval letter from the BCWD prior to the commencement of construction activity. The owner shall send the City a copy of the permit approval letter from BCWD. 2. The proposed filtration pond shall be installed with an impermeable liner directly below the draintile to minimize infiltration within the City's High Vulnerability Drinking Water Supply Management Area. Sheet C4.1 Grading and Drainage Details has been updated with changes to the filter fabric of the filtration pond. Traffic Analysis Letter 1. It is assumed that Washington County or MnDOT has requested this letter(not Ramsey County). The requesting agency has been changed to MNDOT. 2. Provide justification that land use code 826 is appropriate for lots 1 and,in particular, lot 3. A more detailed description of why Land Use 826 was chosen is provided in the memo. 4. Provide existing traffic volumes for 6oth Street North and Krueger Lane,including PM Peak volumes. Daily and peak hour volumes were not readily available along 60th and Krueger.Since intersection capacity analysis was not required,counts were not performed. 5. Using the fitted curve equation instead of the average rate would result in 85 total vehicles at the PM Peak Hour for the Specialty Retail Center(Table 1): The trip generation calculation has been updated to use the fitted curve equation for ITE 826. 6. The internal capture percentage in Table 1 is ok if code 826 is appropriate for the specialty retail. The internal capture remains the same since we are still suggesting to use ITE Land Use 826. 7. The assumed trip distribution shown on page 2 does not match Exhibit 2. The trip distribution has been updated so that the memo and exhibit are consistent. Site Plan 1. Previous comments have been addressed. Comment Acknowledged. No response required. Erosion Control Plan, Drainage and Grading Plan(s) 1. Comment acknowledged.A note has been added to Sheet C4.0 Drainage and Grading Plan. 3. Show Riprap at FES-5 on the Phase II Drainage and Grading plan. Comment acknowledged.Erosion control has been added accordingly to Sheet C2.2 Phase 11 Erosion Control Plan. Utility Plan 1. Include the Utility Plan notes on the Phase II plan. Comment acknowledged.Notes have been updated. 2. Revise Note 15 to indicate the following: Contractor is responsible for complying with the specifications and requirements of Oak Park Heights with regards to materials, installation and testing of the water and sewer lines. Comment acknowledged.Notes has been updated. General Comments 1. The City reserves the right to inspect the construction of the project. The City or its designee shall be present for water and sanitary sewer service connections to the City's systems and all testing of the systems. 2. The Owner will need to comply with all requirements of the NPDES Construction Stormwater Permit and the Brown's Creek Watershed District. The City reserves the right to require additional erosion control measures as determined/necessary during the construction of the project.Riprap placed on the project will be reviewed for adequacy;additional may be required if necessary. 3.
