Zoning!Development Items
1. The City has not received any new applications
2. Dan Thurmes' last Planning Commission meeting with be in December; Warren Wasecha will assume his spot to the end of
the term—concluding in May 2017.
3. Staff did meet with a property owner who will be residing on Peabody Ave. who may desire to build a large garage in excess
of the permitted size of 1,000 square feet and height limitations.A CUP is anticipated to be necessary, this may be before the
Planning Commission in December.
4. A reminder was sent to the property owners of 6396 Lookout Trail to secure their Transient Housing Permit—see enclosed.
5. Kruger Lane will continue to be impacted by the utility connection necessary by the Oak Park Retail Development.There is an
open I gravel cut in the street that will cause some traffic slowdown.The current detour is expected to be removed in the next
two days as they complete these utility connections.

i did reach out to Robin Anthony to see if she is available on 12113/16 for a work session. Response not yet received.
Other Items
A follow-up letter was sent to those firms who did bid on the SCADA system—advising them of the recent Council action on recission
and bid rejections.
The City is planning to cease water chlorination in the next two weeks as all of the underground work for the Street Reconstruction is
completed and home have been restored off of the temp.water services.

Dear Ms. ERICKSON-DRURY
As we did discuss on the phone some weeks ago, the City did advise you to please complete the necessary annual
registration of this facility and to please provide some general 1 reasonable documentation to my attention that your
operation did predate the adoption I publication of the ordinance in July 2016. 1 have not heard back from you as of
this date and this letter is to provide you a reminder to please assemble that information.
Assuming you can provide that information to me, 1 have enclosed the required form to register your property under
the City Home Occupation licensure and ordinances. The annual fee is$25.00. Please complete this and also
provide this to me. Please also recall that there is also a necessary lodging tax of 3% in the City that is required to be
collected. We can deal with that matter once we have your annual registration in place.
If you would please give me a call when you receive this at 651-439-4439 and I can answer any questions you may
have.

Richard served with the United Kingdom's "Scotland Yard"for 30 years leading the protection of senior members
of the British Royal Family and operations at major State and International Events; highlights include the Weddings
of Prince Charles&Camilla in 2005,Prince William&Katherine in 2011;the 200 Year Commemoration of the
Battle of Trafalgar in 2005;the Queen's Golden Jubilee Celebrations and VIP protection operations for the London
Olympic Games.
Queen Elizabeth H made Richard a Member of the Royal Victorian Order in 2013 for his loyal service to the UK
and Royal Family. In 2013 Richard sailed solo across the North Atlantic —r2,-n in his 32-foot yacht called
`Pathways to Children' from Plymouth,England to Newport,Rhode Island h,, the Trans-Atlantic yacht race.
Richard is currently preparing to sail from Duluth to England and back in the 2017 Trans-Atlantic yacht race for the
Gillette Children's Hospital.
Richard met his wife Margaret in connection with the 2008 terrorist attack in Mumbai India and now lives in
Minnesota where he is CEO of LeClair Group,a national individual and employee benefits agency. Qualifying as a
Health &Life Agent in 2014,Richard is a member of MAHU,NAIFA and the FPA. Richard brings a fresh
perspective to risk management and is focused on leadership in growing the brokerage, services and retail divisions
at LeClair Group.
Richard is an Ambassador for the Gillette Children's Hospital, a Member Advocate for the Minnesota Benefits
Association(MBA), a non-profit representing the MN public sector and a member of the 2018 Super Bowl
Committee. Richard is regularly asked to deliver keynote addresses at industry conferences on Leadership,
Motivation and Decision Making.
