Zoning/Development Items
1. The City has not received any new applications; however STAFF has been contacted again by the Gun Range(RANGE 82)
developers on Memorial Ave.Apparently... now...they want to move forward.Their previous approvals have lapsed and would
require a new Council approval. Staff will be meeting with them next week to learn about any changes and their hoped-for
timelines.
2. A communication was sent to 15117 65m Street to address parking on the grass and in-operable cars. See Enclosed.
3. STANTEC did complete the traffic study at 5811,Street and Paris Ave.—That summary is enclosed. This data was also shared
with the County and Kwik Trip. So — we will wait until Kwik Trip is complete and operational before the second phase is
completed to assess for changes.
ST.Croix River Crossing
As directed by the Council, I did reach out to Robin Anthony to see if she is available on 12/13/16 for a work session. She IS available
and is planning to attend... please plan for 6 pm.
STANTEC has provided two letters to the City informing that they have received all the as-builts and these are complete and that there
are no known issues at this time.

Dear Jason and Kelly,
The City has noticed that your property at 15117 65t1 St. N. has had vehicles parked upon the grass. Please be
advised that City Ordinance 401.15 F.4. h.13, requires all vehicles to be parked upon a hard surface (see below).
401.15.F.4.h.13—Surfacing. All areas intended to be utilized for parking space and driveways shall
be hard surfaced with materials suitable to control dust and drainage. Plans for surfacing and
drainage of driveways and stalls for five(5) or more vehicles shall be submitted to the City Engineer
for review and the final drainage plan shall be subject to written approval.
Hard surface is considered to be that of asphalt, concrete, cobblestone, paving block or crushed rock that meets
minimum Class 5 materials and which has a base depth of 4 inches minimum. If you would please relocate this
vehicle to your driveway or submit a complete plan for an expansion of your current off-street parking areas.
The City is unsure whether or not the silver van parked upon the grass is operable and/or if its registration is current.
Inoperable vehicles may not be stored outside and must be stored within a garage or removed from the City per City
Ordinance 401.15 F.7 (see below).
401.15.F.7— Use of Required Area. Required accessory off-street parking spaces in any district
shall not be utilized for open storage, sale or rental of good. repair work, storage of inoperable
vehicles and/or storage of snow.

Reference: Initial Traffic Study at Stillwater Boulevard and 58th Street
INTRODUCTION
The purpose of this memo is to establish the current traffic conditions at the intersection of Stillwater
Boulevard and 58th Street. This study will be repeated in one year's time after the west quadrant of
the intersection has been developed, in order to determine the impact of that development.
METHODOLGY
Traffic counts were taken during the AM and PM peak hours on 10/11/2016 and 10/13/2016. Two
dates of collection were set to minimize the possibility of statistical irregularities. The collected data
was then used in a Synchro/SimTraffic model to simulate the existing traffic conditions at the
intersection and establish a base Level of Service (LOS). This process will be repeated in October
2017 to see the impact of the development on the intersection. For comparison, a No Build 2017
conditions model was developed using MnDOT's Traffic Projection Factors for Washington County of
1.3,which equates to an annual growth of roughly 1%.
RESULTS
The results of the Existing Conditions 2016 and No Build 2017 are shown below in Table 1 and Table 2,
respectively. The peak hours were found to start at 7:00 AM and 4:45 PM.

As seen in the tables above,with signal timing optimization, there is little expected change in LOS
from 2016 to 2017. At all times, and for all approaches, the intersection operates at an acceptable
LOS D or better. With the exception of the northeast bound left-turning (NEBL) movement, all of the
movements are operating at LOS D or better. The NEBL movement is currently one of the lower
volume turning movements. This volume is likely to increase once the development is completed.
CONCLUSIONS AND RECOMMENDATIONS
The intersection currently operates at an acceptable LOS and is expected to continue at relatively
similar levels in 2017. There are no recommendations for improvements at this time. As agreed
upon, further analysis will be conducted in one year's time.

Dear Eric:
This letter is to document the status of the completed St.Croix River Crossing Project,which the City of Oak
Park Heights and the Department of Transportation(MnDOT)have accomplished under Cooperative
Construction Agreement(CCA)No.01432•
• The construction is complete and is under the warranty period as indicated in the CCA and
documented in the Settlement Agreement No. 1026454,paragraph 3.1 and 3.1.1,between the City
and MnDOT.
• The Sewer,Water and Storm Sewer As-Builts have been received and meet the City's standards as
indicated in our letters to that effect dated July 7,2016 and November 1,2oi6. Stantec is in the
process of finalizing the insertion of the record plans into the City's basemaps.
• MnDOT has provided a letter from the design builder's Quality Manager indicating that the project
has been constructed according to the approved project plans and specifications. Furthermore,
MnDOT represents that all construction covered by the CCA has been performed in substantial
conformance with CCA requirements(paragraph 3.2,Settlement Agreement No. 1026454)
At this time,based on the City's settlement agreement with the Department of Transportation,it is our
understanding that there are no further items outstanding.

Subject: Police Activity Report—October 2016
This overview report is the activity of the Oak Park Heights Police Department during the month of
October 2016. Officers responded to and generated 541 calls for service in the City of Oak Park Heights.
The department responded to many incidents during the month. This is a summary/sampling of some of
the cases we responded to and investigated:
1. Investigated juvenile runaway located in Tennessee
2. Responded female peering into residence—intoxicated and from out of state, sent to detox
3. Responded to female in parking lot hallucinating
4. Dealt with several juveniles at SWAHS football games—fights and intoxicated juveniles.
5. Dealt with suicidal male at scenic overlook-transported for MH care
6. Dealt with male urinating in parking lot of merchant
7. Investigation damage/theft from outdoor vending machines—happening all over metro
8. Dealt with suicidal male with knife to his own chest.
9. Investigation of group from FL and Cuba—thefts from jewelry stores
10. Responded to domestic with one party cut with knife
11. Suspect was arrested for DWI—driving over curbs and passed out at drive thru.
12. Responded to gas station with disorderly male upset up not being sold cigarettes
13. Arrested driver involved in 3 vehicle 10-50 for DWI
14. Arrested male suspect for prescription forgery
15. Responded and arrested male for ARMED Robbery of merchant manager opening business in
the a.m.
16. Arrested male locked in bathroom of merchant—drugs and syringes
17. Responded to domestic with male having knife
18. Responded to medical at construction site—male had trench collapse on him causing him to
be taken to the hospital. I notified OSHA.
We have begun directed patrol at the intersection of Oakgreen and 58th due to ongoing complaints of
people not stopping for signs.
Officer Schroeder has begun his in squad field training period with Sgt. Givand&Officer Zwach. This
will last 12 weeks at a minimum.
Officer Wynia and Records Person Kruse attended the Kowalski's Boo Bash and handed out candy to
over 800 kids. We also handed out candy from the squads on Halloween night.

Sgt Vierling took a group of challenged high school aged students on a tour of our PD. They made and
brought treat bags for all the officers. This was part of their learning about government.
The 2 retired squads were sold at state auction.
We had 5 days during the month where we were at full staff due to vacations, sick leave and training.
Officers attended training courses during the month:
1. All officers received Pt2 training on de-escalation and dealing with mental health issues.
2. We hosted state training for standardized field sobriety training in which our officers attended as
well.
3. Officers Hicks and Schroeder attended week long crime scene processing school.

This is the construction update for October 31St. This will be the last weekly construction update for the
2016 construction season.
County 10 and County 15 -Traffic Signal project
The contractor is working on ditch grading and restoration.
Roundabout at County 15 &Trunk Highway 96
Permanent signing and striping were installed last week. The east leg of the intersection opened early
Friday evening.

Intersection lighting is scheduled to be completed this Friday. We will be meeting with the contractor this
week to review punchlist items.

County 17—Downtown Lake Elmo Project
Utility installation work is complete. The contractor is working on subcutting, installing sand, and placing
gravel south of 32nd Street North. Curb &gutter installation is scheduled for Thursday.
Tree installation will resume downtown this week.

County Road 12—Stillwater
This past week, curb &gutter installation was completed; mainline milling was completed; and the west
bound thru lanes and turn lanes were paved between Manning Avenue and Brick Street. The roadway
was closed on Saturday for milling between Brick Street and Owens Street.
The roadway between Brick Street and Owens Street will be closed today for paving. Traffic will be
detoured onto CSAH 5, via Brick Street.
The contractor will also pave the eastbound lanes between Manning Avenue and Brick Street. This work
will be completed today, under traffic. Any additional paving that is needed tomorrow will also be
completed under traffic.
County 12/17 Traffic Signal
Minor punchlist work is all that remains.
County 21 —Downtown Afton
The State Historic Preservation Office concluded that additional investigation is needed prior to beginning
construction. Work will not begin until the spring of 2017, at the earliest.
County 22/Jamaica Roundabout
The contractor will be grinding the pavement on 70th Street on November 1s'. Flaggers will be used for
traffic control during this work.
County 22 at US Highway 61 -Traffic Signal Project
New concrete pedestrian ramps and curbs were being poured the last two weeks, along with pulling new
wires for the pedestrian buttons and flashing yellow arrows. The westbound lane closure is done.
New signal mast arms arrived from the manufacturer last week and will be installed this week. Control
cabinet replacement likely occurring midday on November 4{n—9th during which the intersections will be
controlled by portable stop signs. The project is on schedule and completion, with the possible exception
of signal painting, is anticipated by mid-November.

CSAH 5—Traffic Signal Project
Removal of concrete curbs and pedestrian ramps was completed two weeks ago. New ramps and curbs,
compliant with the Americans with Disabilities Act requirements, were placed last week. Wiring and
installation of new traffic signal and pedestrian indications was also worked on last week. The project is
on schedule and completion, with the possible exception of signal painting, is anticipated by mid-
November.
County 23—Oak Park Heights
The contractor needs to conduct an infiltration test on the basin this week.

County 26—Oak Park Heights
This past week, the contractor completed the coping on the retaining wall on the west side of CSAH
26. Permanent signing was installed and additional work was performed on pedestrian ramps.
This week, the contractor will complete site restoration and start work on punchlist items. The decorative
railing for the sidewalk is tentatively scheduled to be completed this week.
Fuel Island Upgrades—Various Locations
South Shop—Site is substantially completed.
North Shop—The site is back open to fueling! The site will be substantially completed by Wednesday,
November 2nd
LEC—The LEC is scheduled to be substantially completed by Friday, November 111h
Lake Elmo Park—Scheduled to shut down Monday, November 81h. Will take two to three weeks to
complete site.
St. Croix Bluff Park—Scheduled shut down TBD.
Hardwood Creek Trail Signing/Kiosk Project— Hugo and Forest Lake
This week, the contractor finished the snowmobile curb cut of the median on CR 4A.
Remaining work includes installation of the benches, kiosks, and site clean-up. Over the next few weeks,
the contractor plans to complete installation of the benches and site clean-up. Due to the lead time of
manufacturing the kiosks, installation of the kiosks will not take place until late-December. These areas
will be properly delineated with construction barriers until the kiosks are installed.
Point Douglas Trail
The concrete cap for Retaining Wall#1 is complete; Retaining Wall#2 construction is complete; and curb
&gutter along RSS Wall#2 has been poured.
Aggregate base has been placed on approximately 9,100-feet of trail. The remaining 4,450 feet of trail in
the center of the project is too wet to continue construction. This area has been graded to promote
drainage away from the trail. Work will continue is this area next year.

Swim Pond—Lake Elmo Park Preserve
Modifications to the ADA ramp will occur prior to the swim pond opening in the spring of 2017.
