The City has received an Interim Use Permit Application from Xcel Energy for trailer placement and a large storage tent- a plan that will run over the period of a number of years.This is expected to be on the Planning Commission agenda in Jan,then followed by the Council.Overall,the plan is in line with previous years'submissions,but may prevent further resubmission over the coming years—perhaps better to address these as a larger group versus individual years. 2. An enforcement letter was mailed to Evolve Adoption services for sign permit needs,Julie Hultman will work with them to get them into compliance. Other items • 1 did attend the latest workshop meeting with Washington County staff on the development of the Osgood Ave.plan—slated for possible construction in 2018.There is a planned OPEN HOUSE to talk about very general concepts and is slated for Feb 8th, 2017. It would appear at this time that work in the City will largely be a mill and overlay lying south of STH 36,trail-way connections, full pavement restoration to the north of STH 36 with some realignment to the 62nd approach to Osgood Ave. I have enclosed the meeting agenda, traffic-studies and map of access-points. It would seem at this stage that there is not a planned re-route of the south frontage road nor connections from Oren Ave.to 62nd Street,although the median crossing at Osgood Ave,near Holiday will likely be adjusted.The preliminary concept plan is hoped to be completed by the end of Feb 2017. • As discussed by the Council,attached is a final Press release that was issued on the SCRCP agreement with MNDOT.l did receive a follow-up call from the Gazette on the matter,and expect that to be in the paper today.Hopefully it will be as generally low-key as the Release. The City's 2017 Board of Review(BOR)is anticipated for 4111/17—At this time only Council Member Runk has valid BOR training —the Council is required to have at least one trained person;if you are interested in securing this training,please let me know. I believe it is now offered on-line as well as make up sessions offered by the MN Dept.of Revenue. On Wednesday, I did attend the local gathering of the Boomsite—to—Bayport discussion about the ST.Croix river developments and highlights. This was held at the Andersen Windows office here in the City. Generally, it seems to be a discussion where a number of public entities, river advocacy groups share their upcoming plans for access, trails and park developments along the river corridor. I have enclosed a copy of the documents received. I did share the City's information as received from the DNR for the boat launch area planned for under the new SCRC Bridge. —ON A RELATED NOTE:I did reach out to the DNR and inquired if there is an update or more plans they could share;apparently,they are still developing a preliminary plan and would be willing to come to a Worksession with the City Council. I did tentatively plan this for March 14—as it is their first available date. • The Park Commission did furtherdiscuss the possibility of a SPL.AHPAD for one of the City's parks.The Commission has requested if the City Council would be willing to discuss this concept further—possibly on 1123117—at 6 pm,just prior to the regular Park Board Meeting. Generally, the Commission would envision a modest splashpad facility to be located in Autumn Hills Park; this however is only conceptual and pending further discussion. If schedules allow, the Commission would like to also invite the individual from a splashpad company 1 installer that can speak to the true costs and operational issues—he did appear before the Park Commission in September and did give some sound information on expectations of costs,uses and maintenance. 1 of 27 METRO CITIES news for 12/19/16 Oak Park Heights—Police Monthly Summary for November 2016- this would be on the website and Facebook. Oak Park Heights, MN 55082 Re: Sign Installation Dear Nicole— Two signs at the Oak Park Heights Evolve location have had their sign faces replaced. One sign is a monument sign near the building—the other is the freestanding sign at the roadway.These signs are in violation of City Ordinance in that the work was done without first having received a work permit. Oak Park Heights City Ordinance does require that a sign permit be issued for sign replacements and that the installer be locally licensed. No permit was applied for to the City for work to the signs. Additionally, City Ordinance has regulations regarding sign size allowances and their illumination. Particular to the design of the sign that has been installed at Evolve, the white background is not permitted to be illuminated white. Is the sign at the roadway illuminated? Please have your sign installer remit the enclosed permit application and contractor license along with specifications to the sign design (in color) and dimension and noting whether or not either sign is illuminated and in what manner, if so. Additionally, as part of their licensing requirement,the contractor shall also remit a Certificate of Insurance that shows their liability and worker's compensation coverages and that has the City of Oak Park Heights listed as the Certificate Holder. With this letter,you are directed to cease any illumination to the signs, if in place, immediately and to take the necessary action to have the above requested information prepared and returned to my attention at the City of Oak Park Heights, no later than January 8, 2017. Please contact me immediately with any questions you may have regarding this letter and at any time when you are considering renovation/improvement projects to the site. City of Oak Park Heights, (MN) Date: December 20', 2016 Contact: Eric Johnson, City Administrator egtjohnson@cityofoakparkheights.com The City of Oak Park Heights and the Minnesota Department of Transportation (MNDOT) have amicably settled their disagreement relative to the City incurred costs necessary to support the design, supervision and completion of City utilities within and impacted by the St. Croix River Crossing Bridge Project. In short, the dispute was related to which party was responsible for certain costs associated with utility relocations, inspections and design engineering. With a final agreed payment by NINDOT to the City of$380,000 which supplements previous reimbursements, the matter was resolved. The City does appreciate the work by current MNDOT staff to work through these issues and bring the matter to resolution. The time frame in establishing dates for your Local Boards and Open Book meetings will be similar to last year. 1. Establish and distribute tentative schedules by December 19,2016. 2. Allow 30 days for feedback from local jurisdictions to confirm or to change tentative dates. Please call Kristi Haan with any date or time changes at 651-430-6191. 3. Establish and distribute the Final Board of Appeal and Equalization/Open Book Meeting schedule by February 15,2017. No changes will be made to the schedule after this date. For those communities that offer their property owners an Open Book Meeting format, please recall that those property owners can attend any of the four Regional Open Book Meetings held throughout the County. This year we will have meetings held in Cottage Grove,Oakdale,Woodbury,and Stillwater. If we do not hear from you,we will assume the meeting will be conducted on the date and time listed on the schedule; a quorum will be in attendance; and a meeting room will be made available. During the month of February the Assessor's Office will again be developing the annual Assessment Report. The purpose of this report is to provide general information to the communities in Washington County regarding the appeals process and the 2017 assessment. Box 2007 Oak Park Heights,MN 55082 Dear Mr. Johnson, In response to your September 10,2015 letter,you are correct that the MOU states that MnDOT will pay the MnDNR for costs associated with constructing a public access facility on the St. Croix River in a location determined by the MnDNR. In 2013,MnDOT paid MnDNR$1.2 million dollars to finalize that mitigation item. In early spring of this year, MnDOT was approached by the MnDNR about potentially locating a boat access adjacent to the new St. Croix Crossing. Some of the work completed by MnDOT in this area may be efficiently used by MnDNR,but MnDOT's contractor would have to be finished with the new river bridge before the MnDNR could construct a boat access. As the MnDNR is the lead agency for design and construction of this proposed boat access location,please contact Kent Skaar, MnI5NR Parks and Trails Divisions at 651-254-5636 or Kent.Skaar@state.mn.us. Kent is the senior project manager working on this boat access and should be able to provide the information that you are requesting. The input was also used to help develop a long-term vision for the Boom Site.We look forward to sharing this vision wrth the public on Wednesday,January 11,at 7 p.m,at the Water Street Inn in downtown Stillwater,MN.We hope to see you there. Boom Site Has Long History in St. Croix Valley Many residents of the St.Croix Valley remember when the St.Croix Boom Site was closed to the public by the Minnesota Department of Transportation(MnDoT)in 2008.The Friends of Washington County(the Friends)organized public opinion,and persuaded MnDoT to reopen the site. MnDoT had managed the Boom Site as a public wayside for almost 70 years,but had determined that the Boom Site no Longer fulfilled a transportation safety function.So it was closed,along with 85 similar waysides throughout the state.MnDoT was persuaded to reopen the Boom Site by its stature on the U.S.Register of Historic Places. The Boom Site was created in 1937 to commemorate the logging boom in the St.Croix Valley,which over a period of almost 75 years saw some 7 billion board feet of lumber harvested.Much of this harvest was floated down the St.Croix River and its tributaries.The logs were then collected and stored in the so-called Log'boom"just north of the city of Stillwater,and adjacent to where the Boom Site park is looted today. After reopening the Boom Site,MnDoT managed it for one more year(2009),then handed it over to the Minnesota Department of Natural Resources(DNR)which took over ownership and management of the site in 2010. What is the St.Croix Boom Site? The St.Croix Boom Site is a 26-acre park wedged between MN Hwy 95 and the St.Croix River,and consisting offive different segments. Just a few hundred yards further north is the official'Wayside,*or what locals call the picnic area,with a large parking area.
