SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the
Minnesota Plumbing Code,as amended, apply, and does not cover the water supply or sewerage system to which
this plumbing system is connected. The review is based upon the supposition that the data on which the design is
based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility
for the design of structural features and the efficiency of equipment must be taken by the project designer.
Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care
should be taken to insure that the material and installation of the plumbing system are in accordance with the
provisions of the Minnesota Plumbing Code. A copy of the approved plans,specifications,and this Report on
Plans must be retained at the project location for future reference.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. As specified in Minnesota Rules,part 4715.2830,no plumbing work may be
covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at
the time of the roughing-in inspection as outlined in Minnesota Rules,part 4715.2820, subpart 2, of the code. A
manometer test, as specified in Minnesota Rules,part 4715.2820, subpart 3, is required at the time of the finished
plumbing inspection. It is the responsibility of the contractor/installer to notify the Minnesota Department of Labor
and Industry when an installation for a state contract job,Minnesota Department of Health licensed healthcare
facility, or project in an area where there is no local administrative authority is ready for an inspection and test. To

REQUIREMENTS:
1. The Minnesota Department of Labor and Industry(DLI)is collecting plumbing inspection fees for
inspections conducted by DLI staff. These may include projects located in areas that have not adopted the
State Building Code;health care related facilities regulated by the Minnesota Department of Health(MPH);
buildings owned by the state;and projects of a special nature for which DLI review is requested by the
municipality or the state. Prior to scheduling an inspection with the DLI,the installer must verify that the
required inspection fee has been submitted. For more information concerning required DLI plumbing

2. A kitchen sink faucet with a spray rinse hose(Manufacturer: Elkc odel No LKE41_61)is specified for
use on the single-compartment counter sink(S-1)in Section 224000,part 3-.9 of the project manual and the
spray rinse hose appears to be without any backflow protection. The spray rinse shall be protected against
backflow by the use of an approved backflow preventer(see Minnesota Rules,part 4715.2110)or the faucet
shall be installed less the spray rinse hose.
3. Construction of the island vent for the counter sink(S-10)must include the following in order to comply
with Minnesota Rules,part 4715.2655:
a. A cleanout on the vertical vent pipe at the fixture and at the wall connection.
b. The horizontal vent must connect to the sanitary sewer and be pitched at a 1/4-inch per foot minimum to
drain.
4. Above-grade horizontal plumbing piping must be supported as follows(see Minnesota Rules,part
4715.1430, subpart 4):
a. Cast iron: at least every 5 feet;or 10 feet when ten foot lengths of pipe are used.
b. Copper tubing(11/4-inch or less): at least every 6 feet.
5. It is recommended that a cleanout be provided where new waste and vent piping connects with existing
plumbing to facilitate required testing of the new installation.
NOTES:
1. The scope of this project consists of the remodel of an existing building. The plumbing installation includes
a single-compartment counter sink, a lavatory, a flush-valve water closet,and a floor drain.
2. This facility is served by existing municipal sewer and water service connections.
3. The Minnesota Plumbing Code is available on our website at:www.dli.mn.gov/CCLD/Plumbing.asp
• Authorization for construction in accordance with the approved plans may be withdrawn if construction is not
undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean that

recommendations or requirements for change will not be made at some later time when changed conditions,
additional information,or advanced knowledge make improvements necessary.
