Partial General Plan of Development Approval

The architects and engineers for Valley Senior Services Alliance have submitted General
Plans for Phase 1 of the Boutvvell's Landing Project. Phase 1 plans include the design and
landscaping for the main parkway through the development, twin home and quad unit
development within the northwest corner and the townhomes between the parkway and
River Hills. The first phase will also include review of the general park, open space and
trail plans. More detailed park planning and review would be done in Phase 2.
The complete set of plans was not received by the City until the week of March 8, 1999.
As a result, City staff has not had adequate time to provide a thorough review of the
submitted plans. It is suggested that the Planning Commission hold the public hearing on
March 18, 1999 and allow representatives of Valley Senior Services Alliance to make their
presentation. Staff will not forward a recommendation with conditions at this time.
Additionally, the Planning Commission will be asked to hold on any recommendations
related to the General Plan approval until staff has had an opportunity to review the plans
and resolve any issues with the project architects and engineers.
Staff does offer the following overall comments related to the project:
1. Overall, the plans are very similar to the approved Concept Plan, including overall
number of units and placement of the parking, park and open spaces, as well as the
residential units.

2. VSSA has asked the City to consider removing the center landscaped median from
the main parkway.
3 The name for the parkway will not be "Haase Parkway". VSSA should develop an
acceptable roadway name.
5. The wetland area west of the main parking will not be called "Haase Nature
Preserve". The Park Commission has indicated they would like the park areas to
be named Boutwell's Park.
6. The plans show that the trail between 58th Street and the main parkway
immediately to the west of River Hills has been eliminated.
7. The lighting plan shows that the trail lighting originally proposed through the
development has been eliminated.
8. Additional, detailed information will need to be submitted for a complete staff
review. City staff will provide a complete list of needed information to VSSA's
architects and engineers the week of March 15, 1999.
Copies of the plans submitted so far are attached.
