Carried 5 — 0. C. Twin Cities Federal Planner Richards reviewed the proposal and the Plannin Commission recommendations. Councilmember Turn seconded b Beaudet, moved to approve the rezonin site plan and final plat subject to the recommendations of the Plannin Commission. Carried 5 — 0. D. 55th Street Issue Administrator Melena reported on the use of 55th Street in the Kern Center b the contractor buildin the housin development in Lake Elmo south of 55"' Street. Councilmember Swenson, seconded b B moved to receive the information. Carried 5 — 0. VII. Old Bu sin esg- A. Resolution Opposin the Reor of Watershed Units Washington Count Board of Commissioners Councilmember Beaudet, seconded b B moved to approve the Resolution. Roll call vote taken. Carried 5 — 0. B. Liveable Communities Grant Application Presentation Communit Development Director Danielson provided back information on the g rant application process and the selection process. Danielson and Au Won of BRW/URS g ave an example of their formal presentation to the Metropolitan Council. C. ' Boutwell's Landi 1. Park 3 Administrator Melena explained the Parka concept and reviewed a model of the proposed playstructure. Communit Development Director Danielson presented Parks Commission recommendations for the park. Parks Commission Chair Kevin Furlon reviewed the Commission's recommendations re li in the park. Li Mark Moilanen, VSSA Campus Development Director, reviewed VSSA's proposal for li in Boutwell's Landin VSSA proposed 14 foot li poles on the streets and park trails and 24 foot li poles in the parkin lot of the main campus. Councilmember Swenson, seconded b Turn moved to approve 14 foot li poles for the park trails. Carried 4 — 1, Beaudet opposed. Councilmember Turn seconded b Swenson, moved to approve the Plannin Commission recommendation for drop lens st li Carried 4 — I. Beaudet opposed. D. Post Office Tree Replacement Administrator Melena reported that the Post Office has decided to pa the Cit $19,700 to compensate the Cit for the loss of trees at the Post Office site. Councilmember Swenson, seconded b B moved to accept the pa and deposit the funds into the Bud Projects Fund to be earmarked for tree plantin Carried 5 — 0. E. River Hills Pathway Communication Administrator Melena reviewed communication from a resident re the proposed River Hills Pathwa F. Mall Fence Administrator Melena reported on the pro of repair of the mall fence. Councilmember Beaudet moved to set a deadline of November 15, 2000 for the Mall to complete repairs to the fence and direct Cit staff to complete the repairs and char the costs back to the propert owner if the repairs are not made b that date. Motion died for lack of a second.
