As you are aware, the City Council, at their April 23, 2002 meeting, the issue

the area, designed to screen the front of the enclosure, had been resented at that

meeting for City Council review and approval. The City Council determined that a
perspective diagram, from 58 Street into the site, was necessary to full y evaluate the

landscape plan. The perspective diagram ill be made available before the May City y 14,
2002 City Council meeting. The City Council should review the lan and diagram and

provide direction to Boutwells Landing and City staff on this issue.
Other issues that have been identified related to Boutwells Landing and City y council
review include the following:
Signage. The Mayor has questioned whether the signs proposed as part of General

Plan of Approval are the same as what was constructed. City staff has provided

background information, as attached, summarizing he sign approval process through

the Planning Commission, Parks Commission, and Cit y Council.
Light Fixtures. Decorative light fixtures that have been installed adjacent
to patio
areas on the main campus building, the independent living building, and the assisted
living building are not full cut off'. The decorative fixtures are designed to light only
small patio areas and would not create an excessive amount of lare or impact 9 p to
adjacent roadways or properties. Section 401.15.B.7.f. of the Zoning Ordinance

allows for the City Council to make exceptions for architectural fixtures that feature
globes that are not shielded. The fixtures have been installed and are a small carriage
design in which the light source is visible. Staff recommends that the City council
consider allowing the existing fixtures to remain.
Mechanical Area Screening Enclosures. Please find attached plans for screening

the chillers and the generator for the assisted building and the independent buildin . In

that these devices must be provided with adequate open area for ventilation purposes,
the architect has designed the screening to look like trellises with lattice and decorative
trim. Section 401.15.E.1 o.e of the Zoning Ordinance addresses screening of
mechanical equipment as such: "mechanical equipment located on the rear or adjacent
acent

to any building and visible from the street level or from neighborhood properties shall be
screened with a material designed to blend harmoniously with the building's facing

materials." The decorative fence and trellis elements will effectively screen the
equipment and blend well with the architecture of the building. City staff recommends
that the City council approve the trellis screening plans.

A landscape plan has been submitted for the Boutwells Landing project at

intersection of 58 Street and Norwich Parkway (see attached). The ur

additional landscaping is to provide a screen for the trash dumpster area adjacent to the
adjacent e
building. The building plan, approved as part of the General Plan included an area
within the building for the dumpsters. After the building as constructed, the Building

Official realized that the site plan /building plans had changed such that the dumpsters

would be stored in an area outside.
As the dumpster area exists today, it is at a grade lower than 58 Street but still visible
from the roadway and sidewalk. The City requires that all dumpsters be screened. The

grade of the driveway n front of the dumpsters would not allow for a roof structure to
cover the dumpsters. For the same reason, gates would also not be p ractical. The
project architects have proposed landscape materials that would rovide the necessary
ry
screening from the roadway. Kathy Wilson, the City Arborist, has reviewed the plan and
has asked for further clarification on size of the materials, but finds the species and
placement acceptable.
The City Council should review the plan and comment on this minor site lan change.

With Council approval, Boutwelis will complete the landscaping this Spring.

1 have reviewed the plan for proposed additional landscaping
at Boutwell's Landing, plan dated 4/9/02, and visited the site of the
proposed landscaping. The species chosen (Black Hills Spruce) is
acceptable. The size states 15' -20' diameter (Is this diameter of
lower crown width at maturity or do they actually mean 15' -20' in
height ?). It would be important to know the actual size of the plant
material at the time of planting. The placement in regard to the
other landscaping and available planting area is acceptable.

landscaping around the building. One of our plans has been to add more pine trees
