We have beep workin all alon with the understandin that we had a choicel- and that Cit des'i and, construction would be re in the event we chose to use special assessment bonds for the 'improvements. In recent weeks we have proceeded with desi of the utilities and the ma park-wa throu the project with our own en because we felt it would allow us to save mone and to start t hat work this fall We respectfull re that y ou g rant us an exemption from y our standard procedures for the development of the pro parkwa and related utilit improvements. There are a number of Treasons .for y ou to consider this re as follows: 1. City Control. In this particular pro the Cit has a g reat deal of control over the developer for a lon time to come, Becauie the Cit will still have part two of the General Plan approval for Phase 1, buildin permit approvbds, and all Phase U approvals in the future it has man remedies to P rotect itself if there is eve a problem that needs resolvin 2. ExperAenced En6neer. Our en Ultei En Inc-., are ver experienced in workin with local communi and meetin their desi standards for roads and utilities and have turned over roads to the cities after, completion in man communities. Some of the metro area communities that the have worked with in the last 3 y ears in this capacit include -Pl Inver Grove Hei hm Ea Bumsvillel,, Hu Becker, Mo Maplewood, Oakdale, and Mahtomedi. i lloll-pcoht wllaboraLlvc ctfurt ur'Lakmew FluspiLal, Croixdale Rcsidencc- Apartments, and Oresbvicrian Homes (if B-21-1998 1 1 : 1 1 AM FROM BARRY AND ASSOC. 8223827 P. 3 Valle Senior S 9. Our getting started thus faI all his benefits for the ty a.n u for the prod -ect. Getting the roadway and site grading done this f on Phase I permits us to plan on access to a- model unit by next spring in a duplex on site which will be important to our marketing effort. It will also provide for completion of .phase I in the spring of 2000, we would otherwise be looking at the fall of that year. The City is belped too by the earlier start. In addition to getting the residents, jpbs, park and tax base in place that much sooner the visible construction of our sizeable campus will be impressive to eornnrcral developers considering makifig proposals to the City for the Central Business. District planned to the north of the site. . 6, Common Practice. what we are a i sking s not something that is out of fhe ordinary, The list above in- item 2 just notes the communities our engineer has r this type of experience with, it is common with many other communitles as well. Presbyterian Homes has developed a public street in its Minnetonka. project, Your City Engineer has also had experience working in this manner. o . r . .... ,...../:ice ...il...e... .., .a'C.
