Staff present:City Administrator Johnson, City Attorney Vierling, and City Engineer Mann.Absent: City Planner Richards. Mayor McComber added2017 sign Councilmember Liljegren, seconded by Councilmember Runk, movedto approve theAgenda as amended. 5-0. II.Swearing in of Recently Elected Officials by Judge Cass: Judge Cass performed the swearing in ceremony for Mayor McComber, Councilmember Runk, and Councilmember Dougherty. III.Council/StaffReports: A.Mayor McComber:She reportedshe attended the Minnesota Association of Small Cities board meeting with the Secretary of State;she would be attending a meeting with the Transportation chairpersons for the House and Senate the following week; she was attending both Newly Elected Officials Conferences; and she was appointed to the GEARS Committee. B.Councilmember Dougherty: meeting was set for January 12 at 7:00 p.m. C.Councilmember Liljegren:He reported the next Parks Commission meeting was set for January 23 at 7:00 p.m. D.Councilmember Runk:He reported the CVB meeting was set for January meeting was set for January 12. E.Councilmember Swenson:He reported the cable franchise agreement was signed. F.Staff:City Clerk Pinski reported that Jesse Goin of 5725 Oakgreen Avenue North. Roll call vote taken. Carried 5-0. VI.Public Hearings:None VII.OldBusiness: A.Approve Cover Park Design Services Proposal as Recommended by Staff at January 10 Worksession:City Administrator Johnson reported that the City discussed with Stantec a full scope of services of design, bid, and build for Cover Park. Councilmember Runk, seconded by Councilmember Swenson, moved to approve the proposal. Carried 5-0. VIII.NewBusiness: A.Consider Resolution on Sidewalk Snow Removal and Update to City Policy:Councilmember Swenson, seconded by Councilmember Liljegren, moved to approve the Resolution. Roll call vote. Carried 5-0. Councilmember Swenson, seconded by Councilmember Dougherty, moved to approve the policy.Carried 5-0. C. Councilmember Liljegren, seconded by Councilmember Dougherty, moved to set a joint Worksession with the Parks Commission on January 23, 2017at 6:00 p.m. Carried 5-0. IX.Other Council Items or Announcements:None X.Closed Session A.Discussion on City Owned Land(closed pursuant to MN Stat. 13D.05, Subd. 3(c)(3)): City Attorney Vierlingreported that the City would go into closed session to consider the possible purchase of City owned land th located north of 58Street, east of Memorial Avenue, and west of Stillwater Boulevard. Councilmember Swenson, seconded by Councilmember Runk,moved to go into a closed session. Carried 5-0. Mayor McComber reconvened the regular meeting. Attorney Vierling reported thatthe council reviewed and provided instruction on strategy, and no motionswere madeduring the closed session. XI.Adjournment Councilmember Swenson,seconded by Councilmember Liljegren,moved to adjourn at 6:53p.m. Carried 5-0.
